- Description
- U.S. Department of Energy: Pursuant to FAR 6.302 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", the DOE is planning a sole source contract for an independent assessment of a program management systems and practices. The DOE Office has an immediate need to acquire the services of the National Academy of Public Administration (NAPA), a non-profit entity. The planned period of performance is 18 months. NAPA is an independent, non-profit corporation chartered by Congress to identify emerging issues of governance and to help Federal, state and local governments improve their performance. Established in 1967, NAPA contracted with the U.S. Department of Energy, EERE, and compiled a report entitled "A Review of Management in the Office of Energy Efficiency and Renewable Energy", dated March 2000. The NAPA review identified numerous recommendations for improving management within the EERE. In FY 2002 a completed reorganization of EERE was made. The Subcommittee on Interior and Related Agencies of the House Appropriations Committee directed EERE to conduct another peer review to see if the reorganization addresses prior management issues. It is DOE's intent to issue a sole-source, firm fixed price, task assignment contract to NAPA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
