Description

This combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR subpart 12.6, as supplemented with information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is F29650-03-T-0015 and will be issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-10. The NAICS code is 334516 and the size is 500 employees. This acquisition is a 100 percent small business set aside. The item is as follows: CLIN 0001: Brand name of Brimrose Part No. TEQ-27-4-BC or equivalent Tellurium Dioxide Q-Switch, Brewster cut for 3900 nm, >95% Optical Transmission, >30% Diffraction Efficiency. CLIN 0002: Brand name of Brimrose part No. FF-27-B3-F25 or equivalent Fixed Frequency Q Switch Driver Output power 25 watts for Delivery to Kirtland, AFB, New Mexico no later than 30 days after award. FOB: Destination. The provision FAR 52.212-1-Instructions to Offerors-Commercial Items, (Oct 2000) apply to this solicitation. Offeror must complete a copy of 52.212-3-?Offeror Representation and Certification-Commercial Items? (Apr 2002), 52.219-1-?Small Business Program Representation? (Apr 2002). The clause FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2002), applies to this acquisition along with the following other clauses: FAR 52.211-6, Brand Name or Equal (Aug 1999), FAR 52.219-6 Notice of Total Small Business Set-Aside (July 1996) and DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001). The clause at FAR 52.212-5-Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, (May 2001) applies to this acquisition and additional cited FAR clauses cited below are applicable to the acquisition. Other Provisions and Clauses (Jul 2000), 52.222-19, Child Labor-Cooperation with Authorities and Remedies (Dec 2001); 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (May 1999). The clause at DFARS 252.212-7001, ?Contract Terms and Conditions required to Implement Statues and Executive Orders Applicable to Defense Acquisitions of Commercial Items (Nov 1995) applies to this acquisition with the following addenda: DFARS 252.225-7001, Buy American Act and Balance of Payments Program (Mar 1998). FAR 52.252-2, Clause Incorporated by Reference (Feb 1998), and 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998) are also included with the following fill-in: http://farsite.hill.af.mil. Offers must be submitted as a written responses, mailed or faxed ((505)-846-4083) and received no later than 4:30 p.m. mountain standard time on 17 December 2002 at the 377 Contracting Squadron/LGCB, 2000 Wyoming Blvd, SE, Bldg 20604, Suite B-22, Kirtland Air Force Base, New Mexico, 87117.
