Description
The Naval Facilities Engineering Command, Sealift Support Program Office intends to release a solicitation to procure the Improved Navy Lighterage System (INLS). The INLS will be comprised of powered and non-powered floating modules. The INLS will be used to transport loaded wheeled, track vehicle and break bulk cargo from Maritime Prepositioned Force (MPF) ships and Assault Follow-On Echelon (AFOE) ships to the shore and back to the ships. The lighterage shall also be capable of being assembled and operated in environments through Sea State 2 (SS2) conditions. (Sea state conditions are defined by the Pierson-Moskowitz Sea Spectrum.) The anticipated contract will consist of Low Rate Initial Production quantities of 4 Warping Tugs, 2 Causeway Ferries consisting of 3 modules each, one Floating Causeway that consist of 19 modules each. The Full Rate Production (FRP) will consist of 32 Warping Tugs, 51 Causeway Ferries, 3 Floating Causeways, and 3 Roll-On/Roll-Off Discharge Facilities. The total requirement will consist of 89 powered and 211 non-powered modules. This requirement is hereby synopsized as a full and open competition based on overall production capacity. A Firm Fixed Price contract is anticipated with an award scheduled to take place in the second quarter of FY03. The contract shall be for the detailed design and production of the INLS as well as test, delivery and logistics support. The contract will consist of Low Rate Initial Production quantities in FY03 and four options for FRP to begin in FY06 as well as options for associated support requirements. Deliveries are to begin in FY05 and end in FY09. Deliveries are scheduled for the Naval Amphibious Construction Battalion ONE (ACB-1), Coronado, CA, Naval Amphibious Construction Battalion TWO (ACB-2), Little Creek, VA, Blount Island Command (BIC), Jacksonville, FL, and Expeditionary Warfare Training Group Pacific (EWTGPAC), Coronado, CA. The anticipated release date of the solicitation is scheduled for 10 January 2003. The solicitation can be accessed via www.esol.navfav.mil/
