- USDA Rural Utility Services seeks to enter into multiple award Firm-Fixed price service contract to provide technical and management assistance to administer the United States Department of Agriculture (USDA), Rural Development?s (RD) Section 502 Self-Help Housing Program in accordance with the contract requirements. The expected period of performance is one year, with four additional one-year option periods. This solicitation is unrestricted. All responsible sources may submit a proposal, which shall be considered by the agency. Award will be made based on the following factors: Technical, (which includes the following sub factors Relevant Experience, and Staffing), Subcontracting; Price, and Past performance. The solicitation will be available on or about 07/26/2002, proposals are due by Thursday Aug. 29, 2002 by 2:00 PM EST. Proposal must be mailed or hand delivered to USDA Procurement and Management, 300 7th Street S.W. 8th Floor, Mail Stop 0741, Washington DC, 20024.
