- Description
- The Food and Drug Administration intends to award a non-competitive, sole source contract to Canon Business Solutions, Inc. of Arlington, VA to provide service maintenance for 44 Canon copiers located at 5600 and 5630 Fishers Lane, Rockville, MD. In accordance with FAR 6.302-1(d)(2) other parties interested in and capable of performing this work shall submit their proposal (demonstrated technical capabilities and price) on or before December 26, 2002, 3:30pm EST. This announcement is a combined synopsis and solicitation for commercial maintenance services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals from other qualified offerors other than Canon are being requested and a written solicitation will not be issued. The resultant contract will have a performance period of one base year and two option years. The equipment covered by this contract includes the following Canon models with the number of copiers in parentheses: NP6085 (3), NP6030 (3), IR5000 (6), IR8500 (3), NP6551 (3), IR400 (2), NP6050 (6), NP6045 (1), IR330S (3), IR400S (4), IR600B (1), IR600 (3), IR550 (4), NP6060 (1), IR3300G (1). Proposals must include separate prices for the base year and two option years; prices must include the cost of toner. Offerors must also demonstrate the ability to meet the following minimum, mandatory performance requirements: (1) Offerors must be an authorized Canon service representative and must commit to using only Canon parts and supplies under this contract. (2) Offerors must respond to service calls within 3 hours of notification by either a qualified non-network or network technician(s) dedicated full time to the Rockville offices and capable of diagnosing and correcting the problem thus minimizing downtime. Repair service calls must also include cleaning of all accessories and sub-assemblies plus checks for possible unexpected problems. (3) Technicians must be certified in Novell Engineering 5.0 and 6.0, and credentialed as a Microsoft Certified System Engineer, Microsoft Certified Professional, Certified Novell Engineer, and Certified Novell Administrator. Successful completion of training in basic networking classes, image connectivity training, color connectivity by Quest and print management seminars is required. The Government's award decision will be based on a best value evaluation of all proposals received in accordance with 52.212-2 Evaluation - Commercial Items. The following technical factors will be used to evaluate offerors: qualifications, experience, and number of service technicians/service engineers dedicated to the Rockville offices; corporate resources and ability to support the contract; past performance on service contracts of similar size (submission of 3 references as part of the offeror's proposal is required). Technical factors are of greater importance than price when making a best value award decision.
