- MARKET SURVEY REQUEST FOR INFORMATION RFI Reference No. WMOK-03-001 Description The Air Armament Center, Combat Support Systems Program Office at Eglin AFB, FL in partnership with the 311 Human Systems Wing, Brooks AFB, TX seeks sources and information related to a program for an Automatic Power Transfer Switch (APTS) compatible with the Collectively Protected (CP) Expeditionary Medical Support (EMEDS) system and other Joint Service expeditionary power needs required for operations at remote austere locations under toxic wartime and peacetime environments. NAICS Code: 335311; Power, Distribution and Specialty Transformer Manufacturing; Size Standard: 750. The APTS is a power switching device, in line with the primary power source, capable of starting a standby power source (generator) and switching the electrical load to insure no loss of power to the system under control. The proposed switch may also be used on other critical systems requiring uninterrupted power. The APTS will be used outdoors, in fine particle (dusty) environments, Nuclear, Biological, and Chemical (NBC) and non-NBC modes, and will be required to operate in temperature extremes of -25?F to +125?F and capable of being stored in temperatures ranging from -40?F to +140?F. The APTS shall have a continuous rating of 600 amperes. All voltage and current transformers furnished shall be rated for a minimum of this current level. The device furnished shall have a voltage rating of 600 volts. The nominal operating voltage shall be 208 volts, wye connected, 3 phase, 50/60 Hz. The APTS shall operate satisfactorily at a voltage range of plus or minus five percent of the nominal voltage rating. The APTS shall have field adjustable parameters such as time delays for the sensing features listed below, adjustable delays for normal to emergency operation and vice-versa, programmable or adjustable transition, etc. The APTS shall have the sensing capabilities such as, under-voltage sensing, over-voltage sensing, frequency sensing, voltage imbalance sensing, phase rotation sensing, and loss of single-phase detection. The APTS shall include a two-wire remote start kit that will interface with existing government generators. These kits should be designed to fit the MEP 806A, MEP 006 and MEP 007 family of generators. The APTS shall have six (6) input connectors compatible with the military provided secondary distribution center (SDC). The connectors are to be compatible with standard military cabling systems using the plug and receptacle assemblies with Amphenol Mil-C-22992 Class L Connectors. When commercial power is used in place of the SDC it will be required that the APTS have an input terminal block of sufficient capacity to handle the current of the system. The APTS shall additionally require six (6) Class L output connectors along with a terminal block that are of sufficient size to carry the total load of the system. The terminal block shall have provisions for 3 phase conductors, a neutral conductor and a ground conductor. A door or other means to prevent accidental contact by operating personnel shall protect this terminal block. All components of the electrical control system shall be weatherproof. Enclosure(s) must be better or equivalent to the NEMA 4 or IP56. See NEMA Standards Publication 250-1997 and International Electro technical Commission standard IEC 61969. The container shall be designed to minimize damage from routine handling that would compromise the functionality of the unit. The device shall be able to withstand extended vibration similar to secured cargo transport by conventional trucks, semi-trailers, flatbed transports, and forklifts (loading and unloading) without suffering any damage. Unacceptable damage resulting from vibration may represent itself as loose connections, cracked welds, loose wiring, leaking seals, etc. The government will provide all the interface equipment for the APTS such as line-side supply transformers and back-up generators. The vendor shall provide all capability for the APTS to sense power outages, the intelligence to start the back-up generator, switch from the primary source to the back-up source and close the generator breaker. The vendor shall also provide the modification kit to install on the government provided generators that provides a two-wire remote start capability. The APTS shall have a fault current rating sufficient to handle any fault current it is subjected to from the b deployed base power grid, commercial power, or a stand-alone generator (mentioned earlier) providing power to the facility. In order to promote an environment of teaming/partnering for a possible new acquisition, we are involving industry in the very early development of this acquisition. In order to initiate an exchange of information, we are requesting that interested parties submit any or both of the following: (1) an up to 10 page paper, with pictures/sketches if applicable, that identifies existing solutions for such a transfer unit, and (2) product brochures or marketing materials.
