- This announcement is a readvertisement of a previous notice released in August 2002. The Fleet and Industrial Supply Center, Regional Contracts Department, San Diego, CA is soliciting offers for unarmed close quarters instruction and actual course development in direct support of the Naval Special Warfare Center (NSWCEN). This acquisition is a 100% Small Business Set-Aside and the corresponding NAICs Code is 611699 and the size standard in millions of dollars is $6 million. Naval Special Warfare (NSW) is the maritime component of the United States Special Operations Command (USSOCOM) and the Special Operations Force for the United States Navy. NSWCEN is responsible for training NSW personnel, to include Sea-Air-Land operations (SEALs). NSWCEN trains SEAL personnel in individual unarmed and armed close quarters skills. The resulting contract will require contracto r support in the areas of course development and training to teach individual unarmed and armed close quarters skills. These skills include search and marshalling techniques, as well as individual to unit-level integration of acceptable force theory throughout the spectrum of mental, physical and armed engagement. This support shall involve course development (to include creation of course guides and related materials, and course evaluation questionnaires), as well as preparing NSWCEN SEAL Instructor Staff to instruct NSW personnel. The government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for a one year base and 4 one year separately priced options with firm fixed pricing. The government anticipates releasing a formal RFP within 15 days from the date of this synopsis. Only written request for copies of the RFP will be accepted and only e mail request will be honored. An electronic version of the RFP will be the only form of document issued. THIS MEANS NO PAPER COPIES WILL BE ISSUED. In order to receive an electronic copy of the formal RFP, interested parties should submit their email request to glenn_e_brown@sd.fisc.navy.mil Please reference RFP # N00244-03-R-0017 in your email subject line and provide a mailing address, company name and phone number in the text body of the email message as well as a return email address. The government intends to solicit and award a contract using the contracting methods delineated under FAR Part 12 and 15. Evaluation will be based on a "Greatest Value" technique. All other information regarding submission of offers and evaluation criteria will be listed in the formal RFP.
