Description
NA The Defense Threat Reduction Agency (DTRA) proposes to procure a new effort for services entitled: BIOLOGICAL WEAPONS PROLIFERATION PREVENTION (BWPP) PROGRAM COLLABORATIVE RESEARCH PROJECT IMPLEMENTATION FOR KAZAKHSTAN AND UZBEKISTAN. This research manag ement effort is to be performed under a sole-source basis by the following contractor: United States Civilian Research and Development Foundation (CRDF) for the Independent States of the Former Soviet Union, Cage Code 1J5V1. An Indefinite-Delivery Inde finite-Quantity Contract on a Cost-Plus-Fixed-Fee basis with a five (5) year ordering period is considered appropriate. Task Orders for specific projects will be issued against the basic contract. This contractor will provide a mechanism to directly impl ement United States Department of Defense (DoD) Collaborative Research Projects in Kazakhstan (KZ) and Uzbekistan (UZ). Under Collaborative Research Projects, as required, United States research personnel are placed in Former Soviet Union (FSU) Biological Weapons (BW) research institutes in Uzbekistan and Kazakhstan to work side-by-side with FSU counterparts on projects approved by the United States DoD. The contractor (CRDF) will: disburse funding to scientists, engineers, and other staff at KZ and UZ r esearch institutions selected for support by DTRA; procure and transfer equipment and supplies to institutes in KZ and UZ; provide in-country support; and execute specific projects in accordance with corresponding Task Orders. The contractor (CRDF) will conduct these activities as the Cooperative Threat Reduction designated agent under existing intergovernmental agreements with KZ and UZ. The contractor (CRDF) will further assist in meeting the following overall objectives of the BWPP Program, the exten t of such assistance as defined in specific Task Orders: 1) Leverage FSU Biological Weapons (BW) expertise and technology to enhance DoD force protection and biological defense capabilities; 2) Ensure secure and safe storage and handling of biological pa thogens to reduce vulnerability to theft or release; 3) Dismantle and eliminate BW equipment and infrastructure to remove the capability for BW development, testing or production without major reconstituting and refitting; 4) Eliminate barriers to and promote possibilities for increased involvement by Western commercial, governmental and non-governmental entities to increase presence and transparency. The statutory authority for this non-competitive action is as follows: 10 U.S.C. 2304 (c)(1), as cite d in FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Under Public Law 102-511-Oct 24, 1992, the National Science Foundation (NSF) was authorized to establish the Civilian Research and Developmen t Foundation (CRDF), an endowed, non-governmental, nonprofit foundation to promote and support NSF nonproliferation and disarmament goals. CRDF is the only U.S source that works directly with BW scientists in the FSU with a mission to instruct FSU scienti sts on how to create collaborative biodefense research proposals and to locate U.S. scientists (collaborators) as partners in their efforts.
