- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N61339-03-T-0004 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 01-09. This solicitation is not set-aside. The NAICS Code for this solicitation is 611699 with a size standard of $6 million. This solicitation sets forth the requirements for providing Homeport Training (HPT) Culinary Training to Navy personnel stationed in the Great Lakes Naval Training Facility, IL region/area. The offeror will propose how they will meet the requirements identified in Attachment 1 ? Purchase Description and the written/oral proposals should be formatted to cover technical areas, management, and cost information as well as past performance indicators. Written proposal should not exceed 10 pages excluding certifications and awards. Technical area should cover: (1) Description of your institution?s accreditation or industry certification, provide copy as part of your proposal, whether you accept the government credit card as method of payment; (2) Description of your institution?s instructor resources, instructor qualifications, instructor qualification process, methods/policies for instructors to maintain current in culinary training; (3) Describe how you will meet the requirements for American Culinary Federation (ACF) certification for a 6 week basic culinary course and a 12-week course, capability to meet Navy throughput, provide college credit, description of your institution?s class notification and cancellation policies, and if you will use the Navy curriculum (NOTE: Section 3 of the technical will be presented orally); (4) classroom and kitchen facilities, its location relevant to Great Lakes Area, IL. The oral proposals are estimated for the week of 12-15 Nov 02 to be held at the Great Lakes Training Center. You will be notified O/A 7 Nov 02 of the date and time of the oral presentations. The government will schedule oral presentations by drawing lots. Offerors shall bring no more than four (4) representatives to the oral presentations, one of which will be the Program Manager. Two (2) copies of your oral presentation slides shall be provided with your written proposal. Your company will not include Section 3 of the technical area as part of the written proposal; this will be covered in oral presentations only. Cost area should cover: (1) Provide the total cost for 1 to 15 students and subsequent cost per student from 16 through 30 students, (2) Include all costs associated with providing training to include meals, (3) Provide the cost of providing transportation as stated in the Purchase Description, as a separate line item, (4) Provide a total overall price for an average class size of 30 students, and (5) Show above prices from Jan 2003 through December 2007, on a yearly adjusted scale. Past Performance area should cover: (1) Provide relevant contract numbers and points of contact from previous similar training whether military, government, or commercial, and (2) Any other recognition, awards, articles to enable complete past performance evaluations. Solicitation attachments will include (1) Purchase Description; (2) Department of Labor Wage Determination 1994-2167, Rev 23 (if applicable); (3) Culinary Lesson Plans; (4) Management; (5) NAVEDTRA 135; (6) Nutrition; and (7) Sanitation. Award will be evaluated under FAR Part 12 and 13 and made in the form of an Indefinite Quantity Contract (IQC). The performance period will be for five (5) years. The Government reserves the right to make award without discussions and to make awards to multiple offerors in the event one offeror cannot meet the required throughput or multiple awards represent the best value to the Government, but also reserves the right to hold discussions, if deemed necessary. In addition the Government reserves the right to perform a site review/inspection of offeror?s facilities to determine offeror?s capability of complying with Navy culinary and safety requirements. The anticipated award date is O/A 5 Dec 02. Effective training start date is 6 Jan 03. The Government intends to pay by credit cards for course payment. Acceptance shall be made at destination upon completion of the scheduled course. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1 (Oct 2001), 52.212-2 (Jan 1999), 52.212-3 (Jul 2002), 52.212-4 (Feb 2002), 52.212-5 Deviation (May 2002), 252.212-7001 (Jul 2002) and are incorporated by reference. Cost is slightly more important than Past Performance. Technical factors are the Company/institution?s accreditations/certifications; instructor qualification; company/institutions capability to provide basic culinary training, capability to meet Navy throughput, provide college credit; company/institution?s culinary facilities. The technical factors are all of equal importance. The following clauses of DFARS 252.212-7001(a) and (b) apply: 52.203-3 and 252.243-7002. The following clauses also apply: 52.232-36 (May 1999), 252.204-7004 (Nov 2001), and 252.209-7001(Mar 1998). The DPAS rating for this solicitation is N/A.
