- GLOVES, CLOTH, COTTON, KNITTED, LIGHTWEIGHT NSN: 8415-01-494-2854; 8415-01-494-2868s will be made in accordance with MIL-G-3866G dated 17 June 1987, Pattern Date 22 June 2001. This solicitation will utilize IDTC procedures and will result in a Firm Fixed Price Contract. The current requirement is for a base year and three option years. The minimum quantity is 120,000 PR and the maximum quantity is 330,000 PR. Shipments will be made to the Defense Distribution Depot San Joaquin, Tracey, CA and the Defense Distribution Depot Albany, Albany, GA. Note that acceleration of delivery is accepted at no cost to the Government. Twelve deliveries are required beginning 120 days after date of award and every thirty days thereafter. Only offers with FOB Destinations will be considered. All materials are to be contractor furnished. Offeror must submit five Product Demonstration Models of the Glove Inserts to DSCP for visual and dimensional examination in accordance with MIL-G-3866G. On-line copies of MIL-G-3866G can be retrieved at http://progate.daps.mil/home. Anticipated issuance date of the Solicitation will be after 03 January 2003. All responsible sources may submit offers to be considered by DSCP. Best Value Source Selection procedures will be utilized. The following Evaluation Factors are: 1. Product Demonstration Model 2. Past Performance, 3. Industrial Mobilization/Surge Capability, 4. Socioeconomic Factors, 5. DLA Mentoring Business Agreements and 6. Javits-Wagner-ODay Act Entity Proposal. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes including what is commonly referred to as The Berry Amendment impose restrictions on the DoDs acquisition of foreign products and services. Generally, Clothing and Textile items as defined in DFARS clause 252.225-7012 and specialty metals as defined in DFARS clause 252.225-7014 must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. Availability of solicitations, FAR 5.102d applies, as our office no longer issues solicitations or amendments in paper form.
