Description

The National Institute of Standards and Technology (NIST) plan to issue an purchase order on a sole source basis to Stanley Dapkunas, Annaplois, MD, under the authority of FAR 13.106-1(b), simplified acquisition procedures. The object of this requirement is to provide services to develop a plan of measurement and standards research for fuel cell materials to address the needs of solid oxide fuel cell technology through the Solid State Energy Conversion Alliance and develop a guide to measurements and standards of value to the surface engineering community which will be conducted in cooperation with the ASM International Surface Engineering Task Force (SETF). Mr. Dapkunas is the only source for this services as he is uniquely familiar with both the materials research needs in fuel cell technologies and the development of guides to measurement techniques and he has published reference material on fuel cell materials and has been the co-author of NIST Recommended Practice Guide "Particle Size Characterization," SP960-1. Mr. Dapkunas developed the ceramic coatings program, managed the Data Technologies Group and served as an ATB SEB technical chair. In these capacities, he had close interactions with a broad range of NIST personnel and programs as well as with industry and other government agencies. He has also been recognized in the surface engineering community and recently received the "President's Award" from the Thermal Spray Society. Period of performance will be one (1) base year plus one (1) option year. Portions of the work will be performed at NIST, Gaithersburg, MD. The anticipated award date of this order is on or about ten (10) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
