Description
SOLICITATION NO. SB1341-03-Q-0127 IS BEING ISSUED AS A COMBINED SYNOPSIS AND REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED PROCEDURES. The National Institute of Standards and Technology (NIST) is conducting a national building and fire safety investigation of the World Trade Center (WTC) disaster. NIST will investigate the building construction, the materials used, and the technical conditions that contributed to the outcome of the WTC disaster. More information about the NIST investigation may be found at the NIST Web site http://wtc.nist.gov. This requirement pertains to an effort that is included as part of Task 1 in Project 5, but is also designed to provide visual information for Projects 2, 3, 6, 7, and 8. Each of these projects is briefly described, along with an indication how visual evidence will be used, in the Statement of Work (see ADDENDUM 1). Specific information for Project 5, may be found by following this link to the NIST Web site http://wtc.nist.gov/media/WTCplan_new.htm#proj5. The Government anticipates the award of a commercial Firm-Fixed Price (FFP) Purchase Order to the offeror whose quotation conforming to the solicitation will be the most advantageous to the Government, price and other factors considered for a six (6) month period of performance. All referenced FAR clauses may be downloaded at http://www.arnet.gov/far. The applicable FAR clauses include: 52.212-1 Instructions to Offerors-Commercial Items (OCT 2000), 52.212-3 Offeror Representations and Certifications-Commercial Items (JUL 2002), 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2002), 52.222-49 Service Contract Act-Place of Performance Unknown (MAY 1989), and 52.227-18 Rights in Data-Existing Works (JUN 1987). Also the clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002), applies to this acquisition including paragraph B, subparagraphs: (1) 52.203-6 Restrictions on Subcontractor Sales to the Government with Alternate I (41 USC 253g and 10 USC2402), (5) 52.219-8, (7) 52.219-14, (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (19) (i) 52.225-3, (20) 52.225-5, (23) 52.225-16, and (24) 52.232-33. Additionally, paragraph C, subparagraphs: (1) 52.222-41 and (2) 52.222-42. SCA Wage Determination No. 94-2103 (Rev 26) is provided as ADDENDUM 3. Offers are due by 3:00 P.M. EDST December 27, 2002 in accordance with the Evaluation Utilizing Simplified Acquisition Procedures of ADDENDUM 1. For information, call the POC identified above.
