Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is F29650-03-T-0018 and will be issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 and DCN 20021025. The NAICS code is 333314 and the size standard is 500 employees. This acquisition is 100% small business set-aside. This RFQ contains two line items: CLIN 0001: 4 Each - Enhanced Ion Assisted Deposition coating of government provided Sapphire substrate of 1" diameter and R=20cm curvature in meniscus configuration. The government will provide pieces for coating once the contract is awarded. Coating on concave surface should be High reflectance for 1.68 microns, High transmittance for 2.91 microns and High reflectanced for 1.067microns optimized in that order. Coating on convex surface should be High transmittance 2.91microns. All coatings should be low absorption and low trapped water vapor. Electron Beam coatings are deemed to be inadequate due to trapped water vapor introduced in the coating process which results in unacceptably high absorption at mid-infrared wave lengths. Government will provide pieces for coating once contract is awarded. Coating on concave surface should be High reflectance for 1.68 microns, High transmittance for 2.91microns and High reflectanced for 1.067 microns optimized in that order. Coating on convex surface should be High transmittance 2.91 microns. All coatings should be low absorption and low trapped water vapor. Offerors must submit a completed copy of the provision at 52.212-3 -- Offeror Representations and Certifications ? Commercial Items (July 2002) and the provision at 52.219-1 Alt I -- Small Business Program Representations (April 2002). The clause at 52.212-4 -- Contract Terms and Conditions -- Commercial Items (Feb 2002) applies to this acquisition along with the following clauses: 252.204-7004 -- Required Central Contractor Registration (Nov 2001) and FAR 52.219-6 -- Notice of Total Small Business Set-Aside (Jul 1996). The clause at FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (May 2002) applies to this acquisition in addition to the following cited FAR clauses incorporated by reference as addenda: 52.222-19 -- Child Labor -- Cooperation with Authorities and Remedies (E.O.13126), 52.225-13 -- Restrictions on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129), 52.232-33 -- Payment by Electronic Funds Transfer -- Central Contractor Registration (31 U.S.C.3332). The DFARS clause 252.212-7001 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (July 2002), which applies to this acquisition, incorporates by reference the following clause: 252.225-7001 -- Buy American Act and Balance of Payments Program (Mar 1998) (41 U.S.C.10a-10d, E.O. 10582. Offers must be submitted as written responses, mailed, e-mailed, or faxed and received no later than 4:30 p.m. MST on 20 December 2002. Oral responses will not be accepted.
