Description
The Hard Target Attack Division, Precision Strike System Program Office, Air Armament Center (AAC/WMGH), Eglin AFB Florida, plans to contract for up to 350 GBU-28 guidance and tail kits, GBU-28 weapon system integration and integration-related support. These kits will provide guided-weapon capability for a modified warhead, the BLU-113 P3I, which will be procured separately. Raytheon Company is the current GBU-28 B/B prime contractor, and has sole responsibility for design of the GBU-28 B/B weapon system and integration of the weapon with the aircraft platforms, the B-2 and the F-15E. Raytheon was not required to furnish a technical data package to the System Program Office, and therefore a data package is not available to interested sources to aid in accomplishment of the GBU-28 integration with the BLU-113 P3I warhead or the aircraft platforms, or production of the GBU-28 guidance and tail kits. The scope of the effort shall include evaluation and assessment of the BLU-113 P3I throughout design, development and test to ensure interoperability with the GBU-28 B/B kits. It is a requirement that flight re-certification will not be necessary. This effort includes hardware modification to the GBU-28 B/B to accommodate future in-flight fuze reprogramming, modification to the GBU-28 telemetry system to reduce telemetry costs in production, and the production of up to 350 guidance and tail kits. Interested parties are requested to submit a qualification package demonstrating in-depth knowledge of the GBU-28 weapon system to include intimate knowledge/expertise in the following areas: GBU-28 B/B guidance and control functionality, GBU-28 B/B / BLU-113 interface, GBU-28 B/B interfaces with the B-2 and F-15E aircraft, GBU-28 telemetry system, GBU-28 B/B 6-DOF simulation, and GBU-28 legacy laser functionality. Statements of Capabilities should be addressed to Mr. Jeffrey Cox, Contracting Officer, 102 West D Avenue, Suite B12, Eglin AFB FL 32542 and should be delivered no later than 2 Jan 03. Direct all questions and routine communication concerning this acquisition to Mr. Jeffrey Cox, (850) 882-9514, extension 3207. See Numbered Notes 22 and 25.
