Description
NA SCOPE OF WORK (SOW) Quick Response Analysis: Conduct quick response analyses (QRA) to assist PM Bradley respond to queries from DA, TRADOC, TSM Bradley and other agencies. For each quick response analysis effort, the contractor shall meet with the Program Office to ensure a consistent understanding of the problem, determine required data, and evaluate assumptions. Topic areas for QRA include the following: 1.Evaluate the costs and benefits of alternative modernization strategies and alternative sets of High Payoff Initiatives (HPI) as block modifications to the BFV. A.The analyses will examine and compare the capabilities and warfighting contributions at the system and unit levels of operation in an Offensive and Defensive Scenario. B.The high payoff initiatives to be examined will be identified by the Government. The identified HPI will be analyzed independently to determine the significance of each upon the Bradley system and the force. They will then be analyzed in combinations t o determine additional insights about the impact they have on warfighting capabilities. Examples of these HPI are: -Upgunning from 25mm to 35/40mm -Increase HP to Ton ratio (e.g. 600 to 800 HP engine) -Adding LWR, APS and other active protection devices 3.The contractor will also conduct sensitivity analysis on these HPI to determine the knee in the curve. 4.Analyze cost and other impacts of alternative modernization recapitalization decisions over the POM and EPP. 5.Conduct studies that assess impact of alternative fielding strategies (Bradley Recapitalization Requirements) using modernization models developed to facilitate the analysis of these alternatives. 6.Analyze the current Army plan and its funding levels to determine its impact upon key parameters such as fleet age and overall capability over the POM and EPP. 7.Develop alternative modernization plans. Based upon the analysis above, develop and evaluate several alternative strategies and funding levels for comparison to the current program. NOTE: 22 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requi rement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Dec 26, 2002 after date of publication of this synopsis will be considered by the Government. A determination by the Governme nt not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive pr ocurement. Response date: Based on Note 22
