Description
Request for Quotation (Competitive) This notice constitutes the entire solicitation/RFQ, no additional SF18 is required. The Bureau of Engraving and Printing (BEP) is requesting quotations from vendors on the IRS BPA for A76 Consultant Services under the current IRS BPA agreement to perform Task 3 and Task 4 under the IRS BPA for specialized professional consultant services to produce a completed PWS and QASP under Task 3, section 3.3.1-3.6 and to develop and produce a Management Plan set under Task 4, sections 4.1 through 4.9. The simplified acquisition procedures set forth in FAR Parts 12 and 13 shall be used. This is a combined synopsis/solicitation. This notice constitutes the only solicitation; a written request for quotation will not be issued. The applicable NAICS (formerly SIC) code is 541611 and the associated small business size standard is $6 million. The Request for Quotation (RFQ) number is RFQ-03-0144. Delivery shall be made 28 February 03 for Task 3 and NLT 11 April 03 for Task 4, Management Plan products. Delivery terms are F.O.B Destination to the Contracting Officer at 14th and C Sts., S.W. Washington, D.C. 20228. The resulting purchase order shall be fixed price award fee (FPAF). The basis for award shall be on the basis of Best Value, using a tradeoff process considering both price and technical capability. Due to the critical timeframes and need for success, all evaluation factors other than price, when combined are significantly more important that price. Award will be made to the best value vendor on the IRS BPA who is responsible offeror whose proposal, while reasonable in price, represents the best overall value to the Government given timeframes and needs of the agency. All interested small businesses are requested to submit a written quotation, which will be considered by the BEP. Quotations may be made on a SF 18 or on company letterhead. Quotations shall include the RFQ number, the proposed unit price, the proposed extended price, any prompt payment discount terms, company name, point of contact, address, phone number, fax number, tax identification number, DUNS number, and size status (i.e., small business, disadvantaged business or woman owned business) and GSA schedule if applicable with schedule number. Quotations are due by noon December 20, 2003.
