- The Presidio Trust, a Federal government corporation and 501(c)(3) organization, is soliciting proposals from qualified companies to perform Vegetation/Ecological Restoration Services on the Presidio of San Francisco. The Presidio is a National Park and a National Historic Landmark. Scope of services includes various activities related to vegetation management and native plant restoration, focusing on restoration of native plant communities. Scope includes both consulting services and field work; respondents may submit proposals to perform either consulting, or field work, or both. Scope of services may include but is not limited to: preparing restoration plans; exotic plant control recommendations & removal/control activities; tree removal; soil preparation for natural area restoration; geomorphic analysis accompanying landfill removal; soil analysis; soil preparation; outplanting & maintaining native & historic forest plants; rare plant and restoration monitoring and analysis and environmental conditions analysis. The Trust anticipates awarding one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with a one-year base term plus multiple option years. Estimated start date is July 2003. Minimum qualifications include: 3 years experience in vegetative restoration, including at least two in California coastal habitat projects; demonstrated experience in serpentine, dune or colma plant communities; knowledge and experience applying natural resources management policies and guidelines for parks and natural areas; herbicide applicator's license and Certificate(s) of Insurance. Service Contract Act (U.S. Dept. of Labor prevailing wage rates) applies for other than professional services. Proposals will be evaluated based upon criteria set forth in the Request for Proposals (RFP), including but not limited to: (1) Project Team, including Key Personnel and Project Management; (2) Demonstrated Specialized Expertise & Experience on projects of similar scope and complexity; (3) Restoration Project Approach; (4) Proposed Price; (5) Past Performance, including references. Telephone requests will not be accepted. A MANDATORY site visit is scheduled for Tuesday, January 21, 2003 at 9:30 AM at the Presidio of San Francisco. Only those companies/individuals attending this mandatory site visit may submit proposals. RFP will be available approx. January 6, 2003 with proposals due approx. February 18, 2003. DATES ARE TENTATIVE AND SUBJECT TO CHANGE. This procurement is set aside for competition among Small Business concerns qualified under the criteria and size standards in 13 CFR 121 for NAICS Code 115310 or 541990 ($6,000,000 average annual receipts). Qualified small businesses (including small disadvantaged businesses, minority-and-women owned small businesses) are encouraged to respond. The Presidio Trust is a wholly owned federal government corporation and is not subject to the Federal Acquisition Regulation (FAR).
