Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number F73RRU21511100 is being issued as Request of Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07, and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20020531. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This acquisition will be competed under full and open competition. The North American Industry Classification System code is 611420 with a small business size standard of $6.0 million. Contractors must meet the following criteria for all line items listed: courses must be conducted within the local (Montgomery AL) area, courses must be in-residence in a computer lab setting, and participants must receive CEU credit. The proprietary software developer must certify the course instructors (Microsoft, Oracle, ADOBE, etc). Government attendees may be placed in regularly scheduled courses open to the public provided all other requirements are met. All training must be completed by 15 Dec 03. The government reserves the right to remove courses from the contract if requirements change with 60-day notice to the contractor. Government reserves the right to cancel or substitute attendees (if available) for scheduled classes with little or no notice if due to periods of national emergency to include Military Movement or nationally declared necessity. Government will coordinate scheduling classes at least three weeks prior to class start date. Any travel costs, including per diem, are to be included in course price. Line item 0001: Introduction to ASP.net for eleven attendees. As a result of this course attendees will be able to create a Web form with server controls; separate page code from content; display dynamic data from a data source by using Microsoft ADO.NET and data binding, debug ASP.NET pages; use a Web service to enhance a Web application; and add configuration, authentication, and state management to an ASP.NET Web application. Line item 0002: Programming with C# for seven attendees. As a result of this course attendees will be able to list the major elements of the .NET Framework and explain how C# fits into the .NET Platform; analyze the basic structure of a C# application and be able to document, compile, and run a simple application; create, name, and assign values to variables; create, initialize, and use arrays, create functions and subroutines that can return values and parameters; use common objects and reference types; create, initialize, and destroy objects in a C# application; define operators, use delegates, and add event specifications; implement properties and indexers; and use predefined and custom attributes. Line item 0003: MacroMedia FLASH 5.0 for five attendees, course to be completed by 31 January 2003. As a result of this course attendees will gain experience with Flash tools and methods for working in Flash to include creating animations that can be published on the Web or used as stand-alone files and creating dynamic applications ranging from e-commerce shopping carts and online forms to movies and interactive Web applications. Line item 0004: Administering a MS SQL Server 2000 Database for four attendees. As a result of this course attendees will gain the knowledge and skills required to install, configure, administer, and troubleshoot the client-server database management system of Microsoft? SQL ServerTM2000. At the end of the course, students will be able to describe SQL Server architecture; plan for a SQL Server installation, and then install an instance of SQL Server; manage files and databases, including determining resource requirements; choose a login security method, configure login security, plan and implement database permissions, and describe how to secure SQL Server in an enterprise network; perform and automate administrative tasks and create custom administrative tools; back up databases and implement a backup strategy; restore databases; monitor and optimize SQL Server performance; transfer and migrate data into databases; maintain the high availability of SQL Server; describe how to replicate data from one SQL Server to another. Line item 0005: Introduction to Oracle 8i: SQL & PL/SQL for two attendees. As a result of this course attendees will receive an extensive introduction to data server technology to include the concepts of both relational and object relational databases and the powerful SQL and PL/SQL programming languages; creating and maintaining database objects; storing, retrieving, and manipulating data; and creating PL/SQL blocks of application code that can be shared by multiple forms, reports, and data management applications utilizing demonstrations and hands-on practice to reinforce the fundamental concepts. Line item 0006: Oracle 8i: Database Architecture and Administration for one attendee. As a result of this course attendee will be have a firm foundation in the basic administrative tasks of an Oracle database administrator (DBA). Through instructor-led learning, structured hands-on practices, and challenge-level exercise labs, the DBA will gain the necessary knowledge and skills to set up, maintain, and troubleshoot an Oracle 8i database. Attendee will be able to utilize an administration tool to startup and shutdown a database, create a database, manage file and database storage, and manage users and their privileges. In addition, the attendee will be able to organize the database and move data into and between databases, under different environments. Key concepts will be reinforced with hands-on practices, and attendee will have an opportunity to troubleshoot real life issues when given examples of questions frequently asked of Oracle Worldwide Support. Line item 0007: ADOBE PhotoShop 6.0 Introduction for one attendee. As a result of this course, the attendee will have a thorough understanding of the basic tools and filters of PhotoShop. The student will be able to maneuver through the software and become familiar with its tool bar and drop down menus. There will be an emphasis on working in layers and designing images of Internet quality with a specific block set for .gif and .jpg design. Line item 0008: Introduction to Oracle for Experienced SQL Users for two attendees. As a result of this course attendees who are already proficient in the industry-standard SQL programming language will learn how Oracle?s SQL extensions can help them in their workplace. Attendees will learn the commands, functions, and operators supported by Oracle as extensions to standard SQL as well as pseudocolumns and additional datatypes supported by Oracle. In addition, attendees will learn to create PL/SQL blocks of application code that can be shared by multiple forms, reports, and data management applications. Line item 0009: Introduction to XML & MS.net Technologies for two attendees. As a result of this course attendees will gain a technological overview of the structure and programming techniques of XML. This course will show where XML figures intro the Microsoft .NET vision and into the larger world of distributed standards based computing. After completing this course, attendees will be able to describe how XML fits into the overall vision of distributed computing using MS .NET technologies; create a well-formed XML document; use XML Schemas to validate an instance document; describe how DOM, XPath, XSL/XSLT, and XQuery are used to create real world solutions; describe how SQL Server 2000 uses XML; and match appropriate XML standards (MSXML, MathXML, etc.) and technologies (DOM, XSLT, XSD, XQuery, and XPath) to address a range of solution requirements. Line item 0010: Implementing a MS Windows 2000 Network Infrastructure for one attendee. As a result of this course support professionals who are new to Microsoft Windows? 2000 and will be responsible for installing, configuring, managing, and supporting a network infrastructure that uses the Microsoft Windows 2000 Server products will be able to do the following: configure the DHCP Server service; configure the DNS Server service; configure WINS; configure network security protocols; configure network security by using Public Key Infrastructure (PKI); configure network security by using Internet Protocol Security (IPSec); configure remote access to a network; support remote access to a network; extend remote access capabilities by using Internet Authentication Service (IAS); configure Windows 2000 as a network router; configure Internet access for a network; configure a Web server; deploy Windows 2000 Professional by using Remote Installation Services (RIS); manage a Windows 2000 network; identify and resolve network connectivity problems by using Windows 2000 troubleshooting tools and utilities; and enable network connectivity between NetWare, Macintosh, and UNIX networks. Line item 0011: Implementing MS Windows 2000 Professional and Server for three attendees. As a result of this course attendees will have the knowledge and skills necessary to install and configure Microsoft Windows 2000 Professional on stand-alone and client computers that are part of a workgroup or domain. This course will provide the skills and knowledge necessary to install and configure Windows 2000 Server to create file, print, Web, and Terminal servers. Attendees will be able to install or upgrade to Windows 2000; configure the Windows 2000 environment; connect clients running Windows 2000 to networks; create and manage user accounts; manage access to resources by using groups; manage data by using the NTFS file system; provide network access to file resources; monitor and optimize performance in Windows 2000; implement security in Windows 2000; configure printing; configure Windows 2000 for mobile computing; configure and manage disks; implement disaster protection; install and configure Terminal Services; implement Windows 2000 clients; and implement Windows 2000 servers. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications-Commercial Items (May 2002) and DFARS 252.212-7000, Offeror Representation and Certifications-Commercial Items (Nov 1995). DFARS 252.225-7000, Buy American Act-Balance Payment Program Certificate (Sep 1999) with the quotation. Clauses and provisions may be accessed via the internet, http://farsite.hill.af.mil or http:/www.arnet.far.gov. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order. FAR 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000) applies to this acquisition. Submit signed and dated quotations with company name, address, phone number, email address and point of contact. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in order of importance, shall be used to evaluate offers: price, quality, and delivery. The government reserves the right to evaluate delivery capability and make a best value decision. The contractor must be registered in the Central Contractor Registration (CCR) database. Award will be made to a single source. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2002) is incorporated into this RFP and is addended to add the following clauses: 52.219-6, Notice of Small Business Set-Aside and 52.219-6 Alternate I, Notice of Small Business Set-Aside. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial (May 2002) is applicable. The following additional FAR clauses under paragraph (b) are applicable: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmation Action for Workers with Disabilities; 52.222-37, Employment Report on Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child-Labor Corporation with Authorities and Remedies; 52.225-13, Restriction on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; 52.247-64, Preference for Privately Owned U.S. Flag Commercial Vessels. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items applies.
