Description
Offerors are requested to submit their price and technical proposals in support of the combined Solicitation and Statement of Work. Signed proposals are to be submitted by fax to 757-445-3609 or 757-445-3525. The period of contract service begins on 15 January 2003, or as soon as the contract competition process can be completed, and runs through 31 December 2003. Depending on the availability of funding and the continued requirement for administrative support, the contract may be extended for up to one additional year. Offerors proposals should therefore include a price for an option year. There is no guarantee that HQ SACLANT will exercise the option year. Contract type is Firm Fixed Price Level of Effort (FFP LOE). SOLICITATION NOTICE/STATEMENT OF WORK. DESCRIPTION. The Legal Office at the Headquarters of NATO?s Allied Command Atlantic, Norfolk, Virginia, is a primary source of administrative and legal assistance for a revolving staff of approximately 250 international personnel and their families representing more than 20 nations. The Legal Office of four attorneys and one paralegal interacts with various U.S. Federal, state and local government agencies on a broad range of issues such as tax exemption, driver's licenses, vehicle registrations, visas, immigration, rental leases, landlord-tenant problems, importation through Customs, powers of attorney, document notarization, vehicle and property insurance, car purchases, contracts, etc. REQUIREMENTS. The Legal Office needs a full-time, seasoned Administrative Assistant to administer the check-in process for newly arrived personnel; assist clients and provide information on common legal assistance questions; interact with state and Federal officials and agencies; maintain information disseminated on the Legal Affairs web site; screen, route and control the legal filing system; maintain the office tracking system for action items and deadlines; prepare travel orders/claims and prepare correspondence, and other related duties as may be assigned. QUALIFICATIONS. Applicants must have a minimum of five years of administrative experience, including three years as an employee at a major military command, as well as familiarity with NATO organization and administrative procedures. Applicants should have education that is at least the equivalent of an Associates Degree, as well as substantial experience using modern office equipment, standard Microsoft software, and on-line research tools. Excellent interpersonal and communication skills are essential to this position since it requires frequent interaction with NATO military and civilian personnel, and also liaison with local, state and U.S. Federal government officials, including City Treasurers, Commissioners of Revenue, representatives of the Department of Motor Vehicles, Social Security Administration, Immigration and Naturalization Service, Department of State, U.S. Customs Service and officials from various embassies. Excellent common sense and judgment are also important, since effective support for command members requires mature problem-solving abilities to understand the issue(s) at hand and to take appropriate action within the applicable city, state or U.S. Federal rules. Above-average organizational and written skills are also required since the position requires the ability to run the tracking/filing/information systems within the office as well as prepare correspondence for Paralegal and Legal Advisor signature. Applicants not having English as a native language are required to have English competency at the NATO 4,3,4,3 level. Applicants must be certified drug free and have a national security clearance of SECRET. Contractor represents that he/she shall comply with all local, host-nation and NATO security provisions and other policies and procedures as required. LEVEL OF EFFORT. The number of hours to be worked in support of this contract shall not exceed 1800 annually without a written letter of extension issued by the SACLANT Contracting Officer. Should Contractor exceed the number of hours listed on the Purchase Order he does so at his own risk. Contract will be made only for services rendered in response to taskings and for reimbursement of other direct charges. Contractor will be paid in monthly units following completion of the unit within thirty days of receipt of a properly completed invoice. The HQ SACLANT Legal Office will certify invoices for payment prior to submission. As this is a contract for time and materials contractor shall only be paid for actual hours worked. Government and SACLANT holiday hours shall not be included in actual hours worked and will not be chargeable to HQ SACLANT. All invoices should indicate the Purchase Order Number, period covered, cumulative totals, amount of hours and funds remaining on contract. Contractor will submit invoice within five days of the close of the month for services performed during that month. The invoice should also include a summary of any Contractor travel, indicating the dates of and travel costs associated with each trip.
