Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), Magnetic Technology Division of Boulder, Colorado proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado for the measurement, characterization, and analysis of spin momentum transfer components for telecommunications applications. The goal is to determine the nature and magnitude of spin wave generation in devices exhibiting spin momentum transfer effects using time-averaged and time-resolved magneto-optic methods. The measurements are to be performed at NIST using a recently acquired variable temperature/high magnetic field optical cryostat and pulsed laser diode system. The University of Colorado staff has a combination of skills and past experience in magneto-optics, time-resolved optical measurements, coherent control techniques, and microwave circuit design. They are also familiar with spin momentum transfer phenomena, have a thorough understanding of both experimental evidence and theoretical understanding. Specific work tasks include design and construction of a dual laser pump/probe system for the measurement of coherent spin precession in GaAs and measurement of time-resolved dynamics of spins in GaAs under a variety of excitations, including rf field pulses delivered with coplanar waveguide technology, proximity effects due to hyperpolarization of nuclei in ferromagnet/semiconductor (FM/SC) heterostructures, and peristaltic pumping as a result of ferromagnetic resonance in the ferromagnet of a FM/SC heterostructure. The contract period is January 13, 2003 through February 9, 2004. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned.. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
