- Description
- The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), one of the National Institutes of Health, which is a component of the U.S. Department of Health and Human Services, intends to negotiate on a sole source basis with the National Osteoporosis Foundation (NOF) to operate the National Institutes of Health Osteoporosis and Related Bone Diseases National Resource Center (ORBDNRC) and to provide related information dissemination services to the NIAMS Office of Communication and Public Liaison. The Contractor shall provide the following: Inquiry response and related services, materials development (both English, other languages, and bilingual), materials management, database development and support, communication research, outreach and promotion services, event planning and support. The National Osteoporosis Foundation is the only responsible source of materials and resources that can be used to accomplish the goals of the ORBDNRC. By virtue of its previous work managing the ORBDNRC, the NOF has developed an extensive existing catalog of evidence-based, peer-reviewed fact sheets, publications, implementation guides, and databases that the ORBDNRC must have access to in order to fulfill requests. The NOF currently holds the rights to these resources. In order to develop new resources, the Contractor also must have access to subject matter experts in osteoporosis and related bone diseases and to health education and outreach experts. The estimated level of effort for this project is 6.3 Full Time Equivalents per year for 4 years. A determination for use of other than full and open competition has been made in accordance with 42 U.S.C. 253(c)(1) as set forth in FAR 6.302?1. The NOF has the prerequisite knowledge and experience because of their preliminary and current work. Inherent duplication of cost to the Government and unacceptable delays in performance make competition for this additional work unfeasible. All responsible sources may submit a proposal which will be considered by the NIAMS. A determination not to compete the proposed work based upon responses to this notice is solely within the discretion of the Contracting Officer. The North American Industry Classification System (NAICS) Code is 561110. This notice of intent is not an announcement of the availability of a Request for Proposals (RFP), nor is an RFP available.
