- You are invited to submit a budgetary quotation under Request For Quotation number F41689-02-X-0704 to furnish training as outlined in the attached Performance Work Statement. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should arrive at the above address not later than COB, Suspense date and have a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. Scope: a. Training is required by the USAF in support of an Egyptian Air Force (EAF) foreign military sales program. Proposed training will be Type 1 contractor training, procured by Air Education and Training Command (AETC) and presented under the auspices of Air Force Security Assistance Training Program. All instruction and technical information shall be in the English language with Arabic translators as required and training is expected to take place at the EAF FSS facility at Fayid AB, Egypt. This training supports the Peace Vector VI Facility Support Services (FSS) Military Sales Program. b. Training shall progress from basic civil engineering skills to advanced maintenance on installed systems. Training will be for a period of two years, with an option for an additional year. Training is expected to commence in FY2004. Training will be for up to one hundred (100) EAF technicians. 2. Technical Training: a. Training shall encompass all the specialties listed in paragraph c. These shops are set up at Fayid AB. Basic skills training shall include use of tools and equipment, safety, theory of operations of all systems, simulations of faults and repairs, preventive maintenance inspections, and trouble shooting. Training shall be sufficient to provide knowledge and skills in basic civil engineering as well as advanced training necessary to maintain and repair the equipment items and to operate and use the items for their intended purpose. Advanced maintenance training shall include technical aspects of the system, i.e. theory of electronics (where applicable) performance check out, troubleshooting, and remove/replace procedures for the individual components. The trainees are from the Fayid Air Base and will range from the unskilled to 3 level technicians in their applicable specialties. b. Contractor shall propose the training duration of each specialty however training will be on going for the entire contract period for all specialties and consist primarily of structured on-the-job training (OJT) with classroom training as required. c. Contractor shall train on the following specialties (US Air Force Specialty codes): 1) Interior and Exterior Electrical (3E0X1) 2) Air Conditioning and Ventilation (3E1X1) 3) Water Purification (3E4X1) 4) Waste Water Treatment (3E4X1) 5) Power Plant (3E0X2) 6) Production Control (3E6X1) 7) Utilities/Plumbing (3E4X1) 8) Structural (3E3X1) 9) Liquid Fuels Maintenance (3E4X2) 10) Material Management (2S0X1)
