Description

U.S. Fish and Wildlife Service, Division of Migratory Bird Management, is requesting proposals from interested parties to conduct a survey of the golden eagle (Aquila chrysaetos) in the Western United States. The request for proposal (RFP) addresses two specific objectives: (1) Estimate golden eagle population size and trends, (2) Estimate golden eagle detectability using line-transect distance sampling from aerial surveys. Proposals will be accepted for either objective or for both objectives. However, proposals for work on more than one objective must clearly and separately define (1) how each objective will be accomplished, (2) how the work will be coordinated with the other objective, and (3) separate budgets for each objective for each year. Consortia composed of more than one group proposing work on one or both objectives are welcome but a lead entity must be identified. The contract will include a base year plus two option years. The solicitation is expected to be posted electronically on or about December 30, 2002.
