- SOURCES SOUGHT: The Resident Officer In Charge of Construction is issuing this sources sought seeking to identify responsible potential firms for the partial demolition and reconstruction of seven (7) of the Naval Air Station Golf Course Greens. Contractor shall furnish all labor, materials, supplies, and supervision necessary for the accomplishment of the project. The work consists of; Stripping sod, core and haul approximately 49,000sf off of the existing Greens Surfaces, shaping of the greens sub-grades, excavation and installation of gravel encased drainage lines (4-inch perforated drain tile, 4-inch solid outfall pipe, 16-inch 30 mil PVC Green Interface barrier), placement spreading and contouring of the gravel drainage layer (4-inch of USGA 1/4 inch pea gravel to each Green sub surface), Seedbed mixture placement (Grass the Greens with Certified TifEagle sprigs) and Final shaping of green the surface. The estimated cost for this project is between $100,000 and $200,000. Bid Bonds, Performance and Payment Bonds will be required and the maximum allowed completion schedule is 60 days. This is not an invitation for bids and the information presented in this announcement will not obligate the Government in any manner. The applicable North American Industry Classification System Code (NAICS) is 238990 and the related small business size standard is $12,000,000. All interested parties including small businesses are encouraged to respond to this synopsis electronically to Mr. Bruce H. Price at pricebh@efdsouth.navfac.navy.mil. The response should be one page providing the following information: Business name and address, cage code, size classification, (i.e. woman-owned, Hub Zone) socioeconomic classification based on NAICS size standard, and a point of contact. In addition, include a one-page attachment outlining the company capabilities and past performance. The total submission should not exceed two pages. This action is being considered for 100 percent set-aside for 8(a) small business or Hub-Zone small business concerns. 8(a) small business and Hub-Zone small business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible but are required to be received not later than 7 calendar days of this notice. As a minimum, the following information is required: A copy of the certificate issued by the SBA of your qualifications as an 8(a) or Hub-Zone concern, (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor and (c) evidence of your experience in work similar in type and scope to include; contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. All information must be submitted in sufficient detail for a decision to be made on availability of interested 8(a) small business and Hub-Zone concerns. If adequate interest is not received from the date of this notice, the solicitation will be issued on an unrestricted basis without further notice. Therefore replies are requested from large and small business concerns as well as from 8(a) and Hub-Zone concerns. The contract will be awarded to the firm providing the proposal with the technically acceptable lowest price offer as outlined in the solicitation. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH THE INTERNET. Plans and specifications will NOT be directly provided in a paper hard copy format nor CDs. Notification of any changes to this solicitation will be made ONLY on the Internet site. It is, therefore, the contractor's responsibility to check the below listed Internet site daily for any posted changes in this solicitation's plans and specifications which will be available on or about 30 December 2003. The date for submission of proposals will appear in the RFP documents. Offerors will be notified of a pre-proposal site visit/conference in the RFP documents. Download from the Internet is free of charge; however, the plans and specifications may take time to download. The address for downloading this solicitation from the Internet is http://esol.navfac.navy.mil. The official plan-holders list will be maintained and can be printed from this Internet site. All prospective offerors must register as plan holders on the Internet site for this project. Each company must include its name, address, phone number, and e-mail address, identify whether the firm is a prime, sub, or supplier, and indicate whether firm is a large, small, small disadvantaged, women-owned business or veteran owned business. Plan centers are also required to register. Lack of registration in the Central Contractor Registration (CCR) database on part of the offeror will make an offeror ineligible for award.
