- Description
- The FISC Norfolk Detachment Philadelphia intends to acquire web site development, administration, content management, database design, database development, and multimedia services to include technical/analytical research in support of the Executive Agent for the Defense Occupational Health Program. The requiring activity is the Deputy Assistant Secretary of the Army (Environment, Safety and Occupational Health) (DASA (ESOH)). For cost-savings purposes, ODASA(ESOH) is collaborating with other Department of Defense organizations in utilizing the Defense Environmental Network and Information Exchange (DENIX) system in applying e-business solutions, as well as serving as a repository and linkage, for some of the emerging DOHP related issues, policy analysis, regulatory requirements, best practices and providing support for coordination surrounding the salient business issues confronting the DOHP and Force Protection Program information. This includes information in areas concerning protection of soldiers, and DoD civilian employees and quality of life initiatives. Through the web site and multimedia applications, elements of outreach (public awareness/public involvement) will also be included. Information links are also required between this emerging initiative and the DENIX system. It is intended to negotiate this requirement on a sole source basis pursuant to 10 USC Code 2304 (c)(1) with Technology Team, Inc, Alexandria, VA. This requirement is for an estimated 4167 man hours of service with services being provided upon award through 31 October 2003. This represents the minimum needs of the Government for this period. This requirement will be covered by a new contract or task order under an existing contract. Interested parties who contend that they are technically qualified should submit, within twenty days from publication of this announcement, specific factual data, including but not limited to technical resumes, management experience, and other pertinent information as desired to be used as an evaluation basis to determine competence to successfully perform the required services. All technical proposals received within this time frame will be considered by the Government. The Government reserves the right not to open this requirement to competition based upon technical notices received in response to this announcement. Technical responses received as a result of this announcement will normally be considered solely for the purpose of whether to conduct a competitive procurement. The Government will not pay for any information received. The authority permitting other than full and open competition is 10 USC 2304(c)(1).
