Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request; quotations are being requested and a written solicitation will not be issued. FHQ03Q00001 is being issued as a Request for Quotation. This document and incorporated provisions and clauses are those in effect through FAC 10. The Department of the Treasury, Financial Management Service, 401 14th Street, SW Washington, DC 20227 intends to award a sole source blanket purchase agreement (BPA), utilizing simplified acquisition procedures and provisions and clauses for Commercial Items to the Washington Metropolitan Area Transit Authority (METRO) For the acquisition of fare media for the Public Transportation Incentive (PTI) program in the Washington metropolitan area. The period of performance is three (3) years to begin February 11, 2003 through February 10, 2005. FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition; FAR 52.212-2, Evaluation-Commercial Items is herby incorporated by reference. The government will Award a commercial item blanket purchase agreement using simplified acquisition procedures to the responsible offeror whose offer is most advantageous to the government. The offers will be evaluated on the basis of system requirement suppportability, past performance, and price. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. FAR 52.204-6 Data Universal Numbering System (DUNS) (June 1999) Number. FAR 52.222-37, VETS100 Compliance Report. The clauses may be viewed at http:// www.arnet.gov/far. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items applies to this solicitation. Interested offerors are required to contact the point of contact (POC) for full text clauses, past performance surveys. Offers are to be received no later than 10am, December 30, 2002. Responses must be in writing and must be received within fifteen calendar days of publication of this notice. Responses must include the Representations and Certifications and VETS 100 Compliance Report. Interested vendor who can meet the above requirements should submit technical and cost proposals to Dave Powery.
