Description
The Library of Congress (LOC) has a requirement for Police Force "First Responder Operations Level" and "First Responder Awareness Level" training as required by the Occupational Safety and Health Regulations (OSHA) on emergency response to potential hazardous substance releases. The following are the requirements for each of the courses: First Responder Operations Level The training shall be for LOC Police Officials to include Supervisors and Commanders. At the completion of this course, participants shall be effectively trained at the awareness level to recognize and identify potential hazardous substances, understand the associated risks, and the specifics of site security and establishment on safe distances as detailed in U.S. DOT Emergency Response Guidebook. Participants shall learn when to call for additional resources, and be aware of their role in the overall plan for emergency response to hazardous substance releases. In addition, at the operational level they shall be trained to effectively assume control upon arrival on the scene and be able to analyze the incident to determine the magnitude, plan a response, implement the response, and evaluate the progress of the actions taken. Participants shall also posses the knowledge to develop and implement an emergency response plan. All of the above must meet OSHA requirements under 29 CFR 1910.120(q)(6). Additional Requirements ? Contractor shall accommodate two sessions for up to 10 participants in each session. ? All sessions shall be scheduled no later than 02/03/02. ? Training sessions shall be at contractor location or another location designated by contractor. ? Contractor shall be flexible with regards to scheduling training session outside of normal business hours. ? Contractor shall maintain records listing the dates courses were presented, the names of the individual courses and attendees, the names of those participants successfully completing each course, and the number of certificates issued to each participant. Contractor shall also provide the LOC Police with a copy of this record. ? Contractor shall issue certificates of completion to each participant successfully completing the course to include the following: ? Participants name Course title Course date Statement that the participant has successfully completed the course Name and address of the training provider An individual identification number for the certificate List of the levels of personal protective equipment used by the student to complete the course ? Contractor shall be available for scheduling annual refresher training in accordance with OSHA requirements under 29 CFR 1910.120(q)(8). First Responder Awareness Level Contractor shall train individuals who will encounter hazardous substance release and are required to initiate an emergency response sequence. At the completion of this course, participants shall be effectively trained at the awareness level to recognize and identify potential hazardous substances, understand the associated risks, understand the specifics of site security and establishment on safe distances as detailed in U.S. DOT Emergency Response Guidebook, know when to call for additional resources, and be aware of their role in the overall plan for emergency response to hazardous substance releases. This training must meet OSHA requirements under 29 CFR 1910.120(q)(6). Additional Requirements ? Contractor shall include fire extinguisher training in the awareness sessions. ? Contractor shall accommodate at least 8 sessions for up to 15 participants in each session ? All sessions shall be scheduled no later than 02/03/02. ? Contractor shall provide site for training within close proximity of the LOC. ? Contractor shall be flexible with regards to scheduling training session outside of normal business hours. ? Contractor shall maintain records listing the dates courses were presented, the names of the individual courses and attendees, the names of those participants successfully completing each course, and the number of certificates issued to each participant. Contractor shall also provide the LOC Police with a copy of this record. ? Contractors Certification Requirements All trainers shall meet the OSHA requirements under CFR 1910.120(q)(7). Offerors may state their intentions/interest per fax or email. No phone calls please.
