- Description
- The Defense Threat Reduction Agency (DTRA) is seeking sources to combine two (2) legacy systems; i.e., Nuclear Management Information System (NUMIS), and Special Weapons Information Management System (SWIM) into an integrated system, Defense Integration and Management of Nuclear Data Services (DIAMONDS), for managing the nuclear stockpile by developing an automated end-to-end information infrastructure. The requirement will support the continuing development of the DIAMONDS new development for current manual processes, the integration of NUMIS and SWIM into DIAMONDS, and the migration from multiple stand-alone environments to a fully integrated network environment. It also provides for the continued support, development, and modification of the legacy systems as required to meet current requirements and regulations. The contractor shall furnish DTRA with the following support to the integrated DIAMONDS Architecture: architecture design; systems engineering; network and communications engineering, integration, and support; software engineering, testing and integration; integration strategies and support; lifecycle documentation; configuration management; training support; database design, implementation, and support; worldwide operational user support; quality assurance; usability engineering; and security engineering, planning, and support. As with legacy systems, DIAMONDS is being developed using an evolutionary development and deployment methodology, with regular capability package deliveries to users. Each delivery cycle consists of a complete system development lifecycle, with requirements planned for each release. The typical release cycle is between three and six months. The Contractor's architecture and design recommendations shall incorporate applicable commercial off-the-shelf (COTS) and Government Furnished Equipment (GFE) and shall reflect best industry practices to ensure an effective integrated environment.
