Description

The Combine Synopsis/Solicitation CRBM_10300000 as originally advertised on Oct. 02, 2002, is modified to reflect the following additional requirements to the Scope of Work: All activity will be logged regardless of perceived importance; this includes logging license plate numbers, drivers license number, vehicle type, color, number of occupants, times in and out of the compound, and any other information possible during working and non working hours. All visitors are required to show photo IDs. The Duty Supervisor only, will open the main gate for the beginning of each workday at 0600. After working hour?s requirements for the Security Guard: the front gate will remain closed at all times except for Contract Patrol Officers and BFR Fleet Patrol relief. The Security Guard is required to perform patrol rounds after working hours beginning 15 minutes before the hour, on the hour, and 15 minutes after the hour as not to set up a normal routine. All Security Guard patrol rounds will consist of checking all compound fence lines, doors, locks, gates and access to the waterways for pollution. All small boats shall be checked for noticeable change in draft. Security Guard will make a radio check with the BFR Fleet Patrol each hour. Security Guard will make a call to the answering service every hour on the hour to report status. Security Guard will lower the Flag, fold and stow neatly every evening on their first security round following closing the gate. Additional Information for contractors - DOT/BFR will offer a site visit on October 16, 2002 between 8 - 11 a.m. central time, Wage Determination number is 94-2505 (latest revision) see: http://hydra.gsa.gov, Solicitation is un-restricted full and opened, Price Evaluation Adjustment will be given if qualified, Average visitors FY 02 - 5556 visitors along with 50 daily regular employees entered post, Uniforms are required along with company ID's, the contractor shall provide all management tools, supplies, equipment and labor necessary to ensure that security services are performed at DOT/BFR in a manner that will maintain a neat, secure, and professional appearance. The contractor shall provide security services, which consists of main gate control for all regular employees, contract labor and sub-contractor labor, in addition to all non-fleet personnel visiting the Fleet premises.
