Description
NA 1. CONTRACT INFORMATION: Two (2) contracts will be awarded to perform environmental engineering services for Hazardous, Toxic and Radioactive Waste (HTRW) within the Great Lakes and Ohio River Division boundaries and to support missions assigned to U. S. A rmy Corps of Engineers, Nashville District. Each contract is for five years with a cumulative contract amount not to exceed $15,000,000 each. The minimum guaranteed amount is $300,000 for each contract. Task Orders will be issued on a negotiated firm-fix ed-price basis. The contracts are anticipated to be awarded in the spring of 2003. This announcement is open to all businesses regardless of size and small businesses are encouraged to participate. If a large business is selected for this contract, it must comply with FAR 52.219-9 and DFAR 219.7 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Nashville District with Small Business are 71.1%; including small disadvantage business of 10.2%, HUBZone Small Business are 3.0%, woman owned small business of 10.6%, and Service-Disabled Veteran-Owned Small Business are 3.0%. The subcontracting plan is not required with this submittal. Performance of the work will require the foll owing primary disciplines: Professional Civil, Chemical, Environmental, and Geotechnical Engineers; Environmental Chemists; Certified Industrial Hygienists; Geologists/Hydrogeologists; and Toxicologists/ Risk Assessors. Required supporting disciplines incl ude Ordnance and Explosive Waste Experts; Cost Estimators; and Health Physicists. Ordnance and Explosive Waste expertise will be utilized to address health and safety issues relative to ordnance identification and avoidance during field activities; removal activities are not contemplated under this contract. Expertise in disciplines such as drilling and surveying are not required to be specifically identified. The contractor shall identify a laboratory with the capability to generate sound, legally defensib le analytical data from both solid and aqueous matrices. The laboratory shall be certified or capable of receiving certification by the USACE HTRW Center of Expertise for the matrices and methods of interest. These typically include but are not limited to SW-846, Third Edition, and Contract Laboratory Program (CLP) methods. 2. PROJECT INFORMATION: Work under these contracts can occur during any investigative or design phase of the CERCLA or RCRA Processes, including Preliminary Assessments/Site Investigations, Remedial Investigations/Feasibility Studies, Remedial Designs, RCR A Facility Investigations/Corrective Measures Studies, Corrective Measures Designs, etc. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Criteria A-D are primary. Criteria E-G are secondary and will only be used as ?tie-breakers? among technically equal firms. (a) Specialized experience and te chnical competence in environmental restoration investigations and designs. Submittals should clearly demonstrate the contractor?s experience and competence in evaluating and designing technologies for remediation contamination typically found at both act ive and formerly used DOD sites, EPA sites, and DOE sites. (b) Professional capabilities in listed primary and supporting disciplines. (c) Past performance on similar contracts with respect to cost control, quality of work, and compliance with performance schedules. (d) Capacity of the firm to accomplish the work. Work will often require simulations action on several task orders at any one time. (e) Extent of participation of small businesses (including Woman owned), small disadvantaged businesses, histori cally black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of total effort. (f) Geographic location of the office to manage the work in relation to potential work sites. (g) Volume of DOD contr act awards in the last twelve months. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Firms desiring consideration are invited to submit 2 copies of an updated and accurate SF254 and SF 255 not later than the close of business on 31 Jan 2003. A current SF 254 is re quired of all sub-consultants. If a firm has multiple offices or branch offices, the Contractor will designate one office as the primary office to manage and execute the contract and will present numbers of personnel by discipline in THAT OFFICE ONLY in ad dition to presenting the firm?s overall disciplines. Any primary disciplines not present in the designated office will be clearly identified and the strategy to obtain these disciplines from other sources (other firm offices, subcontractors, etc) will be d iscussed. Include the firm?s ACASS number in SF 255, Block 3b. Also, the business size status (large, small, and/or minority) should be indicated in SF 255, Block 3b. Definition: A concern is small if the annual receipts averaged over the past 3 fiscal yea rs do not exceed $4 million. The NAICS code is 541330. The Contractor will show the office location of each key person listed in Block 7, SF 255. Experience identified in block 8 should not be more than 10 years old. Material presented in block 10 of SF 25 5 should be carefully edited and should not present information previously conveyed in blocks 7 and 8. In block 10 of SF 255, state why your firm is specifically qualified based on the selection evaluation criteria. Also, use block 10 to provide a descript ion of significant work performed for non-DOD agencies under these contracts should a Division or District requirement arise. The submittal will include an organization chart, formatted by disciplines, as part of Block 7. Only the SF 254 and SF 255 package s will be reviewed. Cover letters and extraneous material are not desired and will not be considered in the official selection process. For ACASS information, call 503-808-4591. Firms submitting SF 254 and AF 255 by the closing date will be considered for the work. Personal visits for the purpose of discussing this announcement will not be scheduled. Faxed copies of the SF 255 and 254 will not be accepted. No other general notification to firms under consideration for this work will be made and no further a ction is required.
