- NA 1. CONTRACT INFORMATION: Any contracts that may result from this announcement will be procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualific ations for work and services related to various types of living quarters and related facilities. These are in support of the Alaska District's assigned design program in various fiscal years. North American Industrial Classification System code is 541310 - Architect Services, which has a size standard of $4,000,000 in average annual receipts. This will be the only announcement for the next 12 months for living quarters and related facilities from the date of this solicitation unless a project is identifie d during that time which has significantly different features than described below. The 12-month period for award of contracts from this announcement will commence upon approval of the selection of firms as candidates for award by the District Commander, with concurrence by the Contracting Officer. The estimated construction cost for each project will range between $5,000,000 and $50,000,000. The government anticipates award of approximately 5 contracts. A separate firm-fixed-price contract will be nego tiated and awarded for each project. A list of at least three most highly qualified and technically equal firms will be selected using primary selection criteria listed below. If there are not at least three most highly qualified and technically equal fi rms, the synopsis will be canceled. The firms will be ranked for order of negotiation using the secondary selection criteria listed below. When a directive for the first project of this type is received for a subsequent project, or if negotiations with a firm for a project are unsuccessful, negotiations shall begin with the next ranked firm that has not been offered a contract for negotiation. If the list of ranked firms is exhausted, the negotiation cycle shall begin again with the top ranked firm. All responders are advised that this announcement may be canceled or revised at any time during the solicitation, selection, and evaluation. No projects are yet authorized and no funds are presently available (See FAR52.232-18), however, there are presently two known requirements for these services that have been identified. This solicitation does not guarantee work to selected firms. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov. This announcement is open to all businesses regardless of size. If a large business is selected for a contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for that pa rt of the work it intends to subcontract. The FY03 subcontracting goals are a minimum of 61.4% of the contractor's intended subcontract amount be placed with small businesses, with 9.1% of that to small, disadvantaged businesses, 5.0% to woman-owned small businesses, 3.0% to service disabled veteran owned small businesses, 3.0% to veteran owned small businesses, and 3.0% to HUB Zone small businesses. The subcontracting plan is not required with this submittal. Approval of the advance selection list is an ticipated for March 2003. 2. PROJECT INFORMATION: The type of projects will consist of design of vertical construction on sites primarily in Alaska. The designs could include but not be restricted to the renovation of or complete new design of family housing units and/or unaccompanied enlisted personnel housing, to include dormitories or barracks. Either the renovation or new designs might include the design of supporting facilities including utilidor with utilities, exterior lighting, fire protection , paving, sidewalks, curb and gutter storm drainage, information systems, site improvements, and demolition. Projects may also be for the preparation of desi gn-build or full design..(NOTE: If a firm is selected to prepare a design-build RFP, that firm would be precluded from participation in the resulting design-build construction contract.) Arctic design may either be in-house or provided by a subcontractor. Some projects may require metric design. The AE will generally be required to participate in design charrettes. Any resulting contracts may include requirement for construction phase services. The selected AEs will be required to provide drawings as well as electronic data using AutoCAD 2000 DWG format (AutoCAD 2000 minimum requirements: IBM compatible PC; Windows 98, 2000, or NT; 64 MB RAM/128 recommended; 350 M B hard drive; 800 X 600 VGA with 64000 colors recommended.); use MCACES-Gold version 5.30 for DOS or MCACES for Windows (cost engineering system) for all projects; and in addition use the DR. CHECKS (review comment system), via the internet. MCACES-Gold 5.30 for DOS or MCACES for Windows shall be furnished by the Government (system requirement s: MS-DOS 5.0 or higher for MCACES GOLD and Windows 3.1 or higher for MCACES for Windows. A minimum of 25 megabytes of hard disk space is also required to accommodate installation of the software, system files, and database.). The Government will provide t he web address, a username, and a password for the firm to use to access the Dr. Checks system. The firm should be proficient or have the ability to obtain proficiency in working with Corps of Engineers Technical Specification and Specsintact software prog ram (version 3.0) by technical, administrative, and sub-contractor personnel, including in-depth knowledge of the software 'tagging hierarchy', 'section submittal and technical reference' formatting requirements. Experience in converting unauthorized MIL S pec, MIL and fed STD references to equivalent current industry standard references. 3. SELECTION CRITERIA: The following primary selection criteria (A-G) are listed in descending order of importance: (A) Professional personnel in the following discipli nes: At least one registered architect. Individuals in the following disciplines must bemust be registered andregistered and have a minimum of 5 years professional experience: civil, structural, mechanical, electrical engineers, and fire protection. I ndividuals in the following discipline must either be registered or have a minimum of 5 years of professional experience: cost estimating; hazardous materials; comprehensive interior designer; landscape architect; geotechnical and survey; and specification writer (please clearly describe how this requirement will be addressed). Responding firms MUST address each discipline, clearly indicate which shall be subcontracted, and provide a separate SF254 and SF255 for each subcontractor necessary. The contracto r and its subcontractor(s) shall employ, for the purpose of performing that portion of the contract work in the State of Alaska, individuals who are residents of the State, and who, in the case of any craft or trade, possess or would be able to acquire pro mptly the necessary skills to perform the contract. (This means that work physically completed in the State of Alaska [i.e. geotechnical, survey, etc. must use Alaskan residents). (B) Specialized experience: Technical competence and a minimum of five ye ars experience in arctic architectural engineering and design; design of multiple family housing units (i.e., 4-plexes, hotels, motels, condominiums, temporary or transient housing facilities or similar) and/or barracks or dormitory-type structures. (C) A quality management plan that will be used for this contract, to include a description of the processes that will be used to ensure that quality products are provided to the government. The plan should address the quality control processes that will be us ed by the contractor, and how those processes will complement and support the government?s quality assurance role. This plan must describe the organizational s tructure of the proposed team to support this contract and detail responsibilities and authorities of key personnel in relationship to the overall organization of the firm. If disciplines are not available in-house, the prime AE firm must demonstrate the ability to manage subcontractors in other disciplines. The quality management plan must address the integration of work products of the entire team that is proposed. (D) The firm?s past performance on DOD or private sector contracts with respect to cost control, quality of work, and compliance with schedules. (E) Capacity to maintain schedules. (F) Knowledge of the locality. (G) Demonstrated success in prescribing the use of sustainable design using an integrated design approach and emphasizing environ mental stewardship, especially energy and water conservation and efficiency; use of recovered and recycled materials; waste reduction; reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; and development of healthy, safe, and productive work environments. The evaluation will consider projects performed by the prime firm and consultants that demonstrate these sustainable design principles and the qualifications o f the key personnel that demonstrate their experience and training in sustainable design. CRITERIA ?H-J? ARE SECONDARY CRITERIA AND WILL BE USED TO RANK FIRMS WHICH ARE RATED AS HIGHLY QUALIFIED AND TECHNICALLY EQUAL AFTER THE INTERVIEW PHASE OF THE SELEC TION PROCESS. The secondary selection criteria in descending order of important are: (H) Volume of DOD contract awards in the last 12 months. (I) Geographic proximity. (J) The extent of participation of SB, SDB, historically black colleges and univers ities (HBCU), and minority institutions (MI) in the proposed contract team, measured as a percentage of the total anticipated contract effort, regardless of whether the SB, SDB, HBCU, or MI is a prime contractor, subcontractor, or joint venture partner; th e greater the participation, the greater the consideration. 4. SUBMISSION REQUIREMENTS: Firms submitting their qualifications should provide ONLY 1 copy and must include a POC and phone number in block 8c of the SF 255.. The 11/92 edition of the forms M UST be used, and may be obtained from the Government Printing Office, on-line or, from commercial software suppliers for use with personal computers and laser printers, or on-line in both Adobe Acrobat PDF and FormFlow formats (http://www.gsa.gov/pbs/pc/hw _files/254-255.htm). In SF 255, Block 10, describe the firm?s overall Design Quality Management Plan. A project-specific design quality control plan must be prepared for Government approval as a condition of contract award, but is not required with this submission. In Block 10, also indicate the estimated percentage involvement of each firm on the proposed team. Include an organization chart of the key personnel to be assigned to the project. Submittals must be received at the address indicated above n ot later than COB (4:00 pm Alaska time) and in accordance with the Current Response Date,.. Any submittals received after this date will not be considered. NOTE: Hand carried submittals, express mail or mail delivered commercially: If a firm does not have a current pass to gain entry to the base, the firm must request a day pass to deliver the submittal by using the following procedures: The firm must provide the solicitation number, name of person or persons delivering the proposal, and name of employer. T his will be a day pass only. All passes are issued at the Boniface Gate, Elmendorf AFB only. This information must be faxed to 907-753-2544 (reference the solicitation number) or forward electronically to the POC stated in the announcement no later than 48 hours prior to delivery. Requests forwarded after this time will not be considered. On the day of entry, each driver must provide a valid drivers license, proo f of current insurance, current IM certificate, and current valid vehicle registration. Inform the Boniface Gate personnel that this is a ?one day pass only? and reference the solicitation number. NO ADDITIONAL INFORMATION SHALL BE PROVIDED, AND NO FAXED SUBMITTALS SHALL BE ACCEPTED.
