Description
The Department of Interior/GovWorks is issuing this Request for Comment (RFC) and is seeking potential contractors on behalf of the Office of the Secretary of Defense (Health Affairs), TRICARE Management Activity (TMA), to provide pharmacy refill support in order to standardize the Military Health System under one system and supply automation to Military Health System sites that are processing refill requests manually. This acquisition will furnish a solution to mediate the processing of pharmacy refill requests between the Composite Health Care System (CHCS) and TRICARE eligible beneficiaries receiving refills from DoD's Medical Treatment Facilities (MTFs). This solution will be required to have the following high level capabilities, 1) process refill requests from patients over the phone, 2) process refill requests from patients over the Web, 3) call patients to remind them of upcoming appointments, and 4) perform functions 1-3 during times where CHCS may be offline, updating CHCS with data on actions performed. Additionally, the ability to 1) call patients to remind them of refills requested but not picked up, and 2) the ability to process new prescriptions during CHCS downtime and automatically update CHCS upon its return to service without users being required to perform duplicate data entry should be priced as individual options. The Pharmacy refill request service is available to approximately 8.7 million eligible beneficiaries worldwide who receive care at 76 hospitals, more than 450 medical clinics and over 700 pharmacies that link to approximately 102 pharmacy and appointment computer systems. This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) in accordance with FAR 13.5, Test Program for Certain Commercial Items. This is not a request for competitive proposals. Interested parties shall identify their interest and request a copy of the Draft Statement of Work (SOW) on or before 3:00 P.M. Eastern Standard Time, Friday, December 20, 2002, via email to both Terrie.Callahan@mms.gov and Greg.Ruderman@mms.gov. This competitive process will be simplified in order to facilitate the acquisition process and prevent undue administrative burden upon the Contractor(s) and the Government. If you are interested in competing for this effort, you may participate by submitting your questions and comments in accordance with the following procedures. All Offerors must submit any questions and comments, related to the Statement of Work (SOW), in electronic format, either by mail or e-mail in Microsoft Word with one (1) printed copy, no later than 3:00 P.M. Eastern Standard Time, Monday, December 30, 2001, via email to both Terrie.Callahan@mms.gov and Greg.Ruderman@mms.gov. The Government will consider all comments, questions, and issues raised by all prospective offerors in formulating requirements in the final Request for Proposal (RFP). The information contained in the Draft SOW reflects the Government's anticipated requirements as of the date on this notice. The purpose of the RFC is to solicit comments regarding this acquisition. The issuance of this RFC is designed to gather as much information as possible to ensure that the Government's requirements are clear, concise, and possibly improve the requirements, which will be stated in the RFP. All comments received by the response date will be thoroughly evaluated by the acquisition team and are subject to incorporation into the final requirements. Please note, questions and comments will not be protected, by the Government, as proprietary. Please include with any question(s) and comment(s) your full name, your organization, complete address, and phone numbers. Telephonic questions will not be answered. Responses to the RFC will not be considered in the evaluation for award. The Government anticipates holding an open bidders conference on or about Tuesday, January 7, 2003. The purpose of this conference is to provide offerors the opportunity of an open discussion regarding the Government's perspective concerning this acquisition and to discuss any additional comments, questions and/or issues. Notification of location and time will be provided. Each offeror interested in attending the bidders conference shall notify the Contracting Officer not later than 3:00 P.M. Eastern Standard Time, Friday, January 3, 2003. Each offeror is limited to three attendees. During the bidders conference each offeror will receive a consolidated list of all comments/questions and the Government's responses. In order to compete for this acquisition interested parties MUST demonstrate that they are qualified to perform the work by providing a Capabilities Statement which is due no later than 3:00 P.M. Eastern Standard Time, Friday January 10, 2003. The Government will review and evaluate the experience and capability of your organization and proposed project team as demonstrated by the information supplied in this submittal. All Offerors must submit an electronic copy in Microsoft Word plus one (1) original hard copy to the Contracting Officer at the address specified in this notice. Your Capabilities Statement should provide information detailing: (1) your key personnel and program manager (those who would have primary responsibility for performing and/or managing the work) with their qualifications and specific experience working with commercial health facilities and DoD Military Medical Treatment Facilities (MTFs) in providing the specified functionality; (2) your organizational experience with DoD security requirements and Service specific security requirements and interfacing with CHCS and available facilities (including business size and a statement as to your ability to meet the security requirements); and (3) specific references (including contract number & project description, period of performance, dollar amount, client identification with point of contact & telephone number) for previous related work with commercial health facilities and MTFs that your key personnel or organization have performed within the last two years. After review of all Capabilities Statements, those offerors deemed "Best Qualified" will be provided additional proposal instructions and contract requirements. Your Capabilities Statement will be evaluated based on your key persons' skills, abilities and experience with commercial health facilities and MTFs; your organization's experience and past performance (including number, size, and complexity of similar projects, technical excellence, adherence to schedules and budgets, effectiveness of program management, willingness to cooperate when difficulties arise, willingness to partner with the Government in providing robust solutions, general compliance with the terms of the contracts, and acceptability of delivered product and service rendered.)
