Description
The purpose of this notice is to inform interested parties that the Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, intends to issue an order under Basic Ordering Agreement, N00019-02-G-0350, on a sole source basis with Raytheon Company, 7700 Arlington Blvd., Falls Church, Virginia in support of the Unmanned Aerial Vehicle (UAV) Tactical Control Systems (TCS) program. The order will build upon the TCS Block 2 architecture and functionality to expedite TCS Block 3 development to support Command and Control (C2) of various payloads, data links and UAVs, such as Pioneer, Fire Scout, Navy Predator, Global Hawk Maritime Demonstration (GHMD), etc. from a single, common, control station. This order will consist of two main efforts. The first effort is the requirements development, and initial design for the Block 3: GHMD Data Control Processor; data link controls; and payload processing. The second effort is to prepare an engineering plan to integrate TCS Block 3 into existing ship Intelligence Surveillance and Reconnaissance (ISR) systems. Raytheon will be required to subcontract with the Air Vehicle manufacturers to obtain, as necessary, payload, data link, air vehicle information. Raytheon Company is the only known source that possesses the knowledge of the TCS design, operational requirements, capabilities, and expertise required to successfully provide these supplies and services in an accurate and timely manner. The estimated period of performance is January 2003 to December 2003. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
