- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Air Systems Command (NAVAIR), Patuxent River, MD, has a requirement to perform mass properties testing on helmets and helmet mounted systems. This involves measurements of both Center of Gravity (CG) and Mass Moment of Inertia (MOI). NAVAIR?s helmet lab currently has a mass properties measurement device, which is in need of replacement so it can continue to perform safety of flight qualification testing on helmet systems. This is a notice of intent to request for proposal and negotiate with Space Electronics Incorporated, 81 Fuller Way, Berlin, CT 06037-1540 on a sole source basis. Space Electronics has previously provided mass properties measurement devices to the Navy?s helmet lab and Strike Tactical aircraft test directorate at Patuxent River MD. The Navy?s helmet lab currently uses test fixtures designed specifically for Space Electronics measurement systems and all of the measurement procedures are written for Space Electronics systems. The proposed deliverable will be a Firm Fixed Price contract. The shipment will be FOB Destination. The DPAS RATING is DO-C9 This is Note 22: Sole Source. NAIC CODE: 333997 The procurement will have the following CLIN structure: CLIN 0001 1 Model KSR330-16 Mass Properties Instrument 1 EACH System includes: machine to support and measure payloads within specified capacity; certified calibration weights and distances traceable to NIST; IBM compatible computer system with printer; standard Windows operating software for fully automated mass properties measurement including calibration and report generation; all necessary interfaces and interconnecting cables; operating manual and support documentation. CLAUSES INCORPORATED BY FULL TEXT 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: PRICE (b) Options. N/A (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of clause) This notice is not a request for competitive proposals, and no solicitation document is available. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses shall be considered by the Naval Air Warfare Center, Aircraft Division, Contracts. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
