Description
NA This is a small business set-aside firm-fixed price service requirement. Fax your quote by the closing date and time to (808)438-8588. The purpose of the project is to determine subsurface conditions at the locations identified in the field by the Government?s Representative. The site is located within the cantonment area of Schofield Barracks Military Reservation (base proper), Oahu, Haw aii. Ten (10) engineering test borings are proposed to a maximum depth of twenty-five (25) feet each. Continuous two (2) inch diameter split barrel samples shall be taken in two (2) foot intervals to a depth of ten (10) feet or at the change of material as directed by the Government Representative. In addition, a maximum of two (2) 3 inch ring-lined split-barrel samples shall be required at depths to be determined during drilling in each borehole. All drilling and sampling of soils shall meet the requir ements of ASTM D1586-84, Standard Test Method for Penetration Test and Split-Barrel Sampling of Soils. All drilling and sampling of rock shall meet the requirements of ASTM D2113-70, Standard Test Method for Diamond Core Drilling For Site Investigations. The contractor may choose any drilling method for advancing the borehole through potential boulders or in between penetration test samples. The contractor shall store all samples for a maximum to two (2) weeks and/or deliver to a designated (local) soils testing laboratory upon completion of all drilling and sampling operations. In addition to the test borings, two (2) bulk soil samples (approximately fifty (50) pounds each) shall be collected at the locations directed by the Government Representative at a depth of six (6) inches to thirty-six (36) inches. Bulk soil samples shall be free of roots, debris and decomposed organics and may be obtained by any method of excavation that does not significantly alter the soil properties. All drilling sites and b ulk sampling sites will be truck accessible (relocated for structures and utilities) on level ground but may be located adjacent to active roadways on Schofield Barracks. The contractor shall provide for all safety procedures and materials necessary for p erforming the work. The contractor shall also provide all equipment, tools, materials, supplies (including plastic sample bags) and personnel to perform the required work. A technical representative of the Government will be on-site during the drilling o perations. All drilling and sampling shall be completed within 30 days of award of this purchase order but not later than 15 February 2003. Payment for mobilization and demobilization will be made at the lump sum contract unit price. Payment for drive sa mple boring and standard penetration testing will be at the contract unit price per linear feet of borehole that was actually drilled, sampled, tested and cased in accordance with the specifications. Payment for rock core drilling will be at the contract unit price per linear feet of coring that was actually drilled, sampled, tested and cased in accordance with the specifications. Payment for bulk soil samples will be made at the contract unit price for each sample obtained in accordance with the specific ations. The technical point of contact is Eric D. The contractor must submit a Site Safety and Health Plan (SSHP) in accordance with all provisions of the US Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1. No work will commence until the SSHP has been reviewed and accepted by the Government Representative and following award. The contractor shall comply with Chapter 396 of the H awaii Occupational Safety and Health Act (OSHA) standards and Title 12 Department of Labor and Industrial Relations, Subtitle 8 Divis ion of Occupational Safety and Health, Part 2 General Industry Standards. [Title 29, CFR Chap 18, Part 1910 (OSHA)]. Schedule of drilling and sampling: (1) Mobilization and demobilization, 1 EA; (2) Drive sample boring and penetration testing, 250 LF; and (3) Bulk soil sampling, 2 EA.
