Description
NSN: 7210-00-054-7911, BLANKET, BED, THERMAL TYPE, COTTON: This item purchase description covers requirements for an all-cotton, thermal type, washable, pre-shrunk bed blanket intended as thermal insulation bed covering. The blanket shall have the following characteristics: SIZE - 90.0 inches long by 66.0 inches wide (228.6 cm by 167.6 cm) after laundering. A tolerance of -0/+5 inches (-0/+12.7 cm) is allowed in both dimensions. FABRIC - all-cotton, thermal weave fabric COLOR - Bleached white. WEIGHT - 3.0 to 5.0 lb (1.4 to 2.3 kg), finished blanket after pre-shrinking. SALIENT CHARACTERISTICS OF THE THERMAL BLANKET 1. Blanket design and construction. The finished blanket shall be a washable, pre-shrunk, all-cotton, thermal type, bed blanket intended as thermally insulating bed covering. The design and construction of the blanket shall include all materials and processes necessary to produce a functional, durable, attractive thermal blanket. The fabric shall have a minimum breaking force of (CRT method) of 89 N (20 lbf), minimum, in each direction. The fabric shall have a maximum dimensional change of 5 percent, each direction, after 5 launderings; when tested in accordance with AATCC 96 wash method Vc and drying method D. There shall be no appreciable distortion of the pre-shrunk blanket due to differential shrinkage in thermal weave, and plain weave areas. The blanket shall be made from one piece of textured thermal weave cotton fabric that may have plain weave borders up to a maximum of 5 inches (12.7 cm) wide on the sides. Sides of the blanket shall be finished with a fast selvage. Ends of the blanket shall be cut parallel to the cross grain of the fabric and securely hemmed to prevent fraying and raveling. Cut edges shall be turned inside the hem so that no raw edges are exposed after hemming. All stitching shall be straight, uniform, and free of pleats, puckers, and loose or tight stitching. Ends of all stitching shall be backstitched or overstitched. Thread for hems shall be a spun thread of the commercial type, size, strength, finish, and color necessary to produce a washable, functional, durable, attractive, finished blanket. 2. Labeling. Each blanket shall have a permanent label marked with the following information. a) Blanket size. b) Fiber content in accordance with the Rules and Regulations Under the Textile Fiber Products Identification Act. c) Care instructions appropriate for the blanket. d) The manufacturer's name or trademark may be added to the permanent label, at the manufacturer's option. The label shall be sewn into one hem near a corner. All information required on the label shall be completely visible after the label is sewn in. The marking shall be well defined and clearly legible. The label material and the marking shall be durable to the care method appropriate for the blanket. Copies of the Code of Federal Regulations (CFR) are available from the Superintendent of Documents, US Government Printing Office, Washington, DC 20402. 3. Workmanship. The finished thermal blanket shall conform to the quality of product established by this item purchase description and shall function as a comfortable, durable, washable sleep blanket. The pre-shrunk finished blanket shall be clean and odor free and shall be free of appreciable distortion of the fabric due to differential shrinkage in plain weave and thermal weave areas. The finished blanket shall be free of any defect affecting appearance, function, or serviceability. Product conformance. The products provided shall meet the salient characteristics of this item purchase description, conform to the producer's own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. UNIT PACKAGE: The unit package shall be twelve (12) blankets. PREPARATION FOR DELIVERY: The item(s) shall be packaged and packed in accordance with the latest revision of ASTM D 3951, Standard Practice for Commercial Packaging. Shipments to the Department of Defense (DOD) shall be marked in accordance with MIL-STD-129. PALLETIZATION: The shipping containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight. The palletized load shall not overhang the pallet and shall not exceed 53 inches in overall height. Less than half pallet loads or loads shipped by small package carrier need not be palletized. NOTICE: All lumber used inside or outside a shipment shall be BARK FREE. UNITIZATION OF PALLET LOAD: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact. NOTICE OF SPECIAL REQUIREMENTS FOR SHIPMENT TO EUROPEAN UNION COUNTRIES: Per Clause D-FSS-468, non-manufactured wood pallets and other non-manufactured wood package material used in shipments destined for ultimate delivery to or through a European Union (EU) country shall comply with the Emergency Measures (2001/219/EC) adopted by the Commission of the European Communities (CEC). Additionally, shipments delivered to DoD distribution facilities or freight consolidation points for eventual delivery to or through EU countries shall comply with DLA PROCLTR 01-15.
