Provide Personal Property Disposition Services for Government Owned Assets--Potential Sources Sought OFFADD: U.S. Department of Energy, Savannah River Operations Office, P.O. Box A, Aiken, SC 29802 SUBJECT: S--POTENTIAL SOURCES SOUGHT FOR OPERATION AND DESPOSITION OF PERSONAL PROPERTY FOR THE U.S. DEPARTMENT OF ENERGY AT SAVANNAH RIVER SITE IN SOUTH CAROLINA DESC: The U.S. Department of Energy (DOE) Savannah River Operations (SR) seeks to identify responsible potential sources and obtain information in regards to operating and executing personal property disposition actions at the Savannah River Site (SRS). This will not be a privatization action. The DOE will retain ownership of all real property and any associated support equipment furnished to and utilized in performance of work statement. OBJECTIVE: Should this contracting action occur, all responsibility for maintaining an approved Personal Property Equipment and Salvage Disposition Program including such items as environmental compliance, operation, maintenance of equipment, and manpower will be the responsibility of the service provider. Note: (1) All technical data and information listed below is to be considered either an estimated quantity or an approximate order of magnitude. (2) Some personnel likely will be required to be qualified as Material Handling Equipment and Transportation operators. PERSONAL PROPERTY DESPOSITION PROCESS DESCRIPTIONS: Description of Facilities: Building Location 745A Square Footage 11K Lay down Yard A area Land Size 3 acres Components: Personal Property Equipment Disposition Services: Controlling Assets: Record into appropriate automated tracking system assets transferred from variousr Site organizations. Properly position and store receipted property in assigned lay down area and/or storage facility provided. Perform Screening: Items are screened for use by other government agencies or eligible participants in accordance with Property Management Regulations and DOE direction. The items will be available for other DOE-SR contractors to view and withdraw for use at Savannah River Site. Items meeting the excess criteria established by the Department of Energy are identified and entered into the Energy Assets Disposition System (EADS) for a fifteen-day screening period. This will allow other DOE sites throughout the complex to view items that have been determined to be excess to the needs of another DOE site. Items selected by another DOE site will be authorized via the use of an SF122 form signed by the Organizational Property Management Officer of each site. In addition, excess items covered under the Departments Energy-Related Laboratory Grant Program will be identified within the screening period by participating universities, and processed accordingly. After completion of EADS screening and selection, the items remaining in excess will be reviewed and items meeting the selection criteria for the Community Reuse Organization (CRO) or the Computers for Learning (CFL) are placed on a list by the Disposition Contractor and the list provided to DOE-SR for processing. DOE-SR then will process the list and makes those assets available to the appropriate program. The programs will have fifteen days to review the lists and make selections. Items selected by the programs will be transferred to CRO or CFL via DOE-SR contracts. The items not selected will continue through the screening process. Items not selected for CRO and CFL and meeting the screening criteria will be identified and input into the Federal Excess Disposal System (FEDS) for a twenty-one day period. Federal and state agencies will be allowed to view the items and make selections. Items selected by federal agencies will be transferred via a SF122 form authorized by General Services Administration (GSA) / DOE. Items selected by state agencies will be transferred via a SF123 form authorized by GSA / DOE. Items not selected will continue the disposition process. Federal and State Screeners from the region visit Savannah River Site on a monthly basis to physically view items identified during the FEDS screening or to view items that were below the reportability criteria for FEDS. Items selected during this viewing by an eligible federal or state agency will be processed using the SF122 or SF123 as appropriate. Items not selected will continue the disposition process. The remaining items will now be determined to be surplus to the needs of the government. The Facility Decontamination and Decommission Program, Westinghouse Savannah River Company (FDD-WSRC) will review the surplus assets listing and select items to support their Assets for Services (AFS) program. Those selected items will be transferred to FDD-WSRC to be held for use in the AFS service contract. The items remaining will continue the disposition process. Process for Sales: Items not selected during the above review process will be considered for sale to the public. The Excess Disposition Contractor will review the items and make a determination on the appropriate sale method to use for disposition. Some potential sale methods include the following. Internet Sales; This sale method offers the opportunity to reach a wide audience for viewing items and making bids. Commodity Sales; Significant quantities of like or similar items sometimes lend themselves to a special sale referred to as a ?Commodity? sale. Buyers for these type sales are specialized and usually offer higher prices for the surplus items. General Sales; This type of sale is normally used to offer items for sale that were not sold in other types of sales where revenues were expected to be greater. Shipping / Pick-up The Disposition Contractor will be required to develop a method for allowing successful recipients to obtain their items. Some items to consider are included below. Shipping Documents; Items will be required to have approved shipping documents generated dependent upon the location and the method of transfer. Pick-up or Shipping; Coordination will be required to facilitate physical transfer of the items to other federal and Sate facilities, vendors and sales recipients. Close Inventory and Property Records; Once the items have been shipped or picked-up, the inventory records will require updating to reflect the current status. SRS ANNUAL PERSONAL PROPERTY DISPOSITION ACTIVITIES: There are approximately 8, 172 line items and pallets of miscellaneous equipment that pass through this described process each year. The total acquisition value (value at the time of purchase) of all items is estimated at $ 62, 323, 914. Item condition code can range from new to scrap condition and should be handled in accordance with regulatory guidelines and best business practices. PERSONAL PROPERTY SALAVAGE DISPOSITION PROCESS DESCRIPTIONS: Description of Facilities: Building Location 741-N Complex Square Footage 5K Lay down Yard N-Area Land Size 4 acres Components: Salvage Operations Disposition Services: Salvage items will be identified by SRS organizations. Once these items are identified, the organization will process them as scrap or for recycle to the Disposition Contractor. All metal items that have been removed from service, have no value/use for their original intended purpose and can be sold for the metal content will be received at the Savage Operation?s Yard. Items such as lead acid batteries, non-returnable drums, used tires, office supplies, toner cartridges and clothing that are refurbished or reused for recycle purposes will be delivered to the Disposition Contractor?s, Salvage Operations Yard for processing. Receiving Items at Salvage Operations Receipt, inspection and offloading will be the responsibility of the Disposition Contractor. Shipping Salvage Operations: The Disposition Contractor will be responsible to prepare materials for offsite shipment to vendor and/or to ship scrap metal and recyclable items to an appropriate commercial dealer. SRS ANNUAL PERSONAL PROPERTY SALVAGE DISPOSITION ACTIVITIES: Heavy Metal 2,804,464 LB Stainless Steel 51,200 LB Copper 30,340 LB Aluminum 32,640 LB Scrap Furniture 271,960 LB Batteries 140 LB Toner Cartridge 12,204 EA PROCESS: This request is to gather information from interested parties and is an essential step in determining market interest for the operation and disposition of personal property at Savannah River Site. In order to minimize costs both to potentially interested parties and the government, this notice is issued to determine market interest and feasibility as well as determining contracting strategies. Such strategies may include only selected portions of the process listed above. Should insufficient credible interest be identified for this proposed contracting action, it is highly likely that no formal solicitation will be issued. Should interest be determined sufficient, a formal Request for Proposal may be forthcoming. Interested parties should provide a statement of interest on company letterhead. The statement should include as a minimum, the following information: (1) capability and experience in the Federal Property Management disposition processes. (2) Financial capability to operate and maintain a fully operational deposition and disposal program (3) understanding of the applicable Federal and State transportation laws and regulations. SITE VISIT AND DATA: Neither a site visit nor the provision of additional data is considered necessary for the preparation and submittal of a statement of interest. If a site visit and the provision of additional data are later determined necessary, notification will be provided by way of an amendment to this announcement. DUE DATE: Statements of interest may be submitted electronically to donnie04.campbell@srs.gov, or mailed to U.S. Department of Energy, Savannah River Operations Office, Attn: Donnie Campbell, Contracts Management Division, P.O. Box A, Aiken, SC 29802, within 4 weeks of the date of this posting.
