Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 0036687 is assigned and shall be referenced on any quotations. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Vertere Inventory Control Systems, 225 Chapman Street, Providence, RI 02905-4507 for the purchase of a commercially available chemical inventory/tracking system, to include data conversion from existing database, Training and Maintenance. At a minimum, the requested system shall include the following: (1) compliance with Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) requirements and Building Officials and Code Administrators, Inc. (BOCA) codes; (2) ability to provide a complete management of all chemicals, including their usage; (3) ability to track all time sensitive standards and chemicals; (4) operate in a network environment, accessed by multiple users; and (5) be fully operational within 30 days after award. The proposed contract action is for supplies and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. FOB Destination is FBI, Laboratory Building, Quantico, VA 22135. This is not a request for competitive quotes. However, all compliant quotes received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Items (Jan 1999); FAR 52.212-3 - Offeror Representations and Certifications - Commercial Items (JUL 2002); FAR 52.214-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #0036687 and shall be submitted to Marsha Coffman, Contract Specialist, at the address mentioned above and all responses received by January 13, 2003 at 4:00pm will be reviewed by the Government. Interested parties are hereby notified that due to security issues, only faxed and e-mailed offers will be considered. Compliant quotes can be faxed to (703) 632-6370 or e-mailed to mcoffman@leo.gov. and quotes not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone requests will not be honored.
