Description
This requirement is for the Acquisition of Intellectual Property (IP) Data Base for conversion of IP spread sheet data and the investigator /academic affiliate data from VA R & D's Promise into VA Tech Trac S System. Knowledge Sharing System (KSS) Tech Trac S Management System, or Equal, which will accommondate recording and tracking of disclosures, determination of rights, patent activity (milestones and costs), licensing, royallity data (received and distributed), CRADA's, MTA's, and CTAA's. The system will allow the cross checks of disclosed inventions against the periodic CTAA reports while identifying discrepancies. It will allow a mathematical check on the CTAA royalty receipts and correlate the VA distribution percentages to the indivisual labs and medical centers. The system should be able to readily accommondate future needs, such as, initiate, route for local approvals, and submit invention disclosures electronically via activating the WEB Based ID Manager at the prevailing price and run on Windows 2000 software. The system will accommondate the following Salient Features: (1) The out- of-the- box suite of functional modules. (2) Seven (7) Concurrent users (3) Attachment Manager (4) Virtual Field Manager (5) E-Mail Broadcast Manager (6) Advanced Finicial Manager (7) Process Automation Manager (8) Synchronization Software Conversion by the vendor involves indentifying fields VA currently use in spreadsheets and setting up equivalent fields utilizing Virtual Fields Manager module. System will be required to meet VA Security needs. Period of Performance is established at 30 days for installation of software, and 120 days for complete conversation of system. Toatl 150 days. Solicitation wil not be availsble for release untile 1/06/03. Government wide note # 22 is applicable to this requirement.
