Description
NA The U.S. Army Engineering and Support Center, Huntsville (USAESCH), intends to award a sole-source Time and Materials (T&M) Research and Development (R&D) service task order (for approximately 24 months) and increase the contract ceiling for the Demilitari zation Technology (Rocket Motor Disposal) Prototype Missile Disposal and Product Recovery System. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS ACQUISITION. NO CONTRACT AWARD WILL BE MADE UNTIL APPROPRIATE FUNDS ARE MADE AVAILABLE. This is not a request for competitive quotations. This is a Notice of Intent to issue a Sole-Source award to AMTEC. AMTEC Corporation at 500Wynn Drive, Suite 314, H untsville, AL 35816-3429 is currently providing these services under contract DACA87-01-C-0010. The Government is developing a prototype missile recycling system for missiles being taken out of service as an alternative to open burn/open detonation dispo sal practices. The system includes incorporation of a technology using liquid ammonia for reclamation of propellants and explosives. The work is primarily Research and Development funded reflecting the technology status. Due to the developmental and evo lutionary nature of the work a Time and Materials type contract was used to accomplish the work and work is in progress. The contract has a period of performance through 31 December 2002 and a cost ceiling of $5,998,482.01. In order to complete the scope of work under the contract it is necessary to extend the period of performance to 31 December 2004 and increase the cost ceiling to $9,000,000. The contractor shall provide (except those provided by the Government) all necessary materials, labor, and sup ervision for the execution of each task in this contract. There is no other known source that can provide continuation of this service. Contractors who feel they can provide the USAESCH with the above services, as specified above are invited to submit, i n writing, an affirmative response which includes, as a minimum, the capability to do the work and evidence of experience, any applicable pricing data, and any information indicating a bona fide ability to meet this specific requirement. All responsible s ources may respond to this synopsis, and all such responses will be considered by the agency. Reference Note 22, the 30 day period for submitting responses is inapplicable, the agency only requires a 15 day period and will control the issuance of the soli citation to the contractor. If no written responses are received within 15 calendar days, a sole source award will be issued to AMTEC Corporation at 500Wynn Drive, Suite 314, Huntsville, AL 35816-3429. Responses should be submitted in writing to Diane.K .Pendergrast@HND01.USACE.ARMY.MIL. Responses may be submitted by facsimile to 256-895-1197. Telephone requests will not be honored.
