- Description
- The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), intends to negotiate on a sole-source basis with Mr. Leslie Daniel, 9712 Woodland Avenue, Seabrook, Maryland 20706-2371, to provide non personal technical assistance and support services for implementation of the Voice of America (VOA) "New" Traffic Scheduling System. The Contractor shall perform a full range of traffic Scheduling activities in support of VOA's Traffic Division. The Contractor shall provide assistance during the proof of performance testing as well as perform other related emergent projects for the Broadcasting Board of Governors. The statutory authority which permits other than full and open competition is stated in FAR Subpart 6.302-1, which permits other than full and open competition when the services required by the agency is available from only one responsible source. The Contractor is a former employee of VOA. The Contractor has recent experience and possesses complete operational knowledge of the VOA "Old" Traffic Computer Scheduling System. The Contractor's specialized expertise and background in handling VOA day to day requirements as well as his knowledge of VOA will enable him to step into any situation with minimal need for familiarization, and provide the proper assistance to VOA in maintaining its current traffic operations. Period of performance for the proposed contract is one (1) year from award of contract with an Option for one (1) additional year. This Public Notice of intent to non-competitively contract with Mr. Daniel's is not a formal solicitation request for bid, quotation or proposal. However, other firms or individuals may express to the Government their interest in and capabilities to perform the above-stated services. Any such written expressions of interest and statements of detailed capabilities, with specific examples of past similar projects worked on by the firm or individual expressing such interest, and references for such past experience that can be validated by the Government, must be received by the Government by 3:00 p.m., EST, Monday, January 6, 2003, to be considered. Oral submissions of interest and capabilities will not be accepted by the Government. A final determination by the Government not to compete this proposed procurement, based on written responses to this Notice of a firm's or individual's interest and capabilities to perform the above-stated work, is solely within the discretion of the Government. Any information received from interested firms or individuals responding to this Notice will be considered by the Government solely for the purpose of determining whether to conduct, or not conduct, a competitive procurement. Any submissions of interest and capabilities (per the above-stated information to demonstrate such capabilities) or questions regarding this Public Notice shall be in writing before January 6, 2003, to the Contracting Officer. This notice is not a RFQ, RFP, or IFB.
