Description
This solicitation consists of tree marking services for the Black Hills National Forest, South Dakota and Wyoming. The project is identified as an indefinite delivery indefinite quantity type contract covering tree-marking services designated in task orders covering a variety of project prescriptions. These areas comprise of an approximate total of 7000 acres, each for the base year and for each of the four option years. Two basic types of services are required including marking and remarking. Tree marking includes selecting trees to either cut or leave depending on the task order instructions. The contractor will select acceptable trees that meet prescribed management objectives such as residual basal area per acre stocking, spacing of residual trees, adequately stocked sub-merchantable understory, seed trees, sanitation, meadow restoration, aspen or hardwood enhancement, group selection fuels reduction, insect control, and/or other leave/cut tree requirements. In remarking, the contractor will accurately relocate and remark previously marked trees as well as additional trees, and some unit boundaries. It is expected that more than one contract will be awarded as a result of this solicitation. The successful contractor(s) will be chosen through a best value process stated in the solicitation. Each task order will be competitive with the successful contractors. Depending on the results of that task order competition, the estimated quantity may result in award to several contractors or the bulk of the work may flow just to one contractor. The minimum guaranteed amount is $15,000 per contractor for the base year only. The performance period is expected to be from April 1, 2003 or date of contract award through March 31, 2004, or one year from date of award with 4 consecutive option years. The NAICS code is 115310. This is a 100% small business set-aside. This is an electronic solicitation only. All documents will be posted to fedbizopps.gov for download from this web site exclusively. The solicitation is expected to be issued approximately January 10, 2003. A pre-proposal conference is tentatively scheduled for January 22, 2003. Proposals are expected to be due by February 11, 2003. See Numbered Note No. 1.
