Description
This is an update of the Office of Justice Programs (OJP), U.S. Department of Justice, synopsis dated November 20, 2002, for its criminal justice clearinghouse services requirements known as the "National Criminal Justice Reference Service (NCJRS) 2008" contract. To enhance competition and encourage solution-based proposals OJP has decided to incorporate all NCJRS-related web redesign services and new systems development services into the core "Lot 1" requirements. Lot 1 will comprise the response / call center support, warehousing, dissemination/document shipping, document acquisition, archiving/library services, conference exhibition services, system hosting and maintenance activities, as well as redesign and new systems development. Lot 2 will include publication support, including development of "internet friendly" versions of traditional publications. Offerors will be able to submit a proposal(s) on one or both lots. The Government reserves the right to award a single contract or to make a split-award to two offerors. The resulting contract or contracts will be performance-based, indefinite delivery, indefinite quantity type under which task orders will be issued on a firm-fixed-price (FFP) basis, a time-and-materials (T&M) basis, or a combination thereof. The contract(s) will comprise one base-year and four one-year option periods. A draft RFP will be posted on the OJP web site, "www.ojp.usdoj.gov/ncjrs2008,"on or about January 8, 2003. Questions will be received through January 15, 2003, or seven days after the posting of the draft RFP. The final RFP is anticipated to be posted on or about February 4, 2003. The anticipated closing date is March 14, 2003. A walk through of the OJP facilities and the current contractor's facility will be conducted within two weeks after issuance of the RFP, but not before February 11, 2003. This procurement will be conducted under "full and open" competition. A "best value" award will be made after an evaluation of technical capability, past performance, and price. Any "large" business (NAICS codes 514191, On-line Information Services, $18M, 541513, Computer Facilities Management Services, $18M, and/or 493110, General Warehousing and Storage, $18.5M) must propose a small and small-disadvantaged business subcontracting plan including at least 15% of total award dollars subcontracted to small businesses. The NCJRS 2008 RFP will be issued in electronic format only at the above internet address. OJP is maintaining an e-mail only mailing list to notify interested vendors of the posting date and amendments (if any). Interested new vendors must register for this mailing list by sending an e-mail, including their company's name, address, point of contact name, e-mail address, and telephone number, to the CO listed above. All responsible sources may submit a proposal.
