- Description
- The United States Department of Veterans=92 Affairs (VA), Office of C= yber Security (OCS) is conducting market research to determine interest and capabilities of potential small business GSA Schedule 70 holder sources that could provide contract support services, as a prime contractor, for advisory and assistance tasks that will encompass two major functional areas of work. The first area of work (Work Area 1) includes support for the six (6) organizational components of OCS that are currently (1) Cyber Security Business Assurance Support, (2) Critical Infrastructure Protection Support, (3) Privacy Protection Support, (4) Technology and Integration Support, (5) Field Operations and Information Security Officer (ISO) Support, and (6) Program Management Office Support. The second area of work (Work Area 2) includes (1) Independent Verification and Validation (IV&V) in support of major OCS programs/projects, (2) Automated system Certification and Accreditation (C&A) support, and (3) IT Investment Planning support.=20 Interested firms must successfully demonstrate capability to support the full scope of work in either Work Area 1 or Work Area 2 or both.=20 Applicable North American Industry Classification System (NAICS) code is 541519, size standard $21 million. =20 Interested firms are requested to submit capability summaries identifying, at a minimum, business size, GSA schedule number, and past and current performance on contracts similar to the areas of work with contract numbers and applicable points of contact and current telephone numbers. The Government reserves the right to contact any or all of the points of contact cited in your package. Clearly describe your firm=92s expertise and depth of experience, preferably as a prime in either one or both of the two cyber security related work areas described below. Partnering or teaming with another small business or subcontracting with a large or small business is acceptable, but demonstrated ability to perform must be in accordance with FAR 52.219-14. Interested firms will need to provide evidence of the ability for personnel to obtain favorable background investigations necessary to receive national security clearances.=20 =20 Work Area 1 Business Assurance Service includes, but is not limited to, GISRA data collection and reporting; active compliance monitoring; and compliance/inspections. Critical Information Protection Service includes, but is not limited to, critical asset identification and prioritization support; business continuity planning and testing; disaster recovery planning and testing; readiness operations centers (ROC) implementation and periodic testing support; and CIP performance and progress metrics tracking and reporting support. Privacy Service includes, but is not limited to, assessment of existing privacy and security policies, tracking of privacy- and security-related laws, rules, regulations, and other guidance documents; Development and implementation of communications plan and strategy for outreach; Development of training curriculum and delivery of training courses; and support for managing GISRA corrective actions. Technology and Integration Service includes, but is not limited to, Cyber Security configuration management support; technology support for SOC forensics analysis; advanced technology evaluation and certification; and technical rapid reaction support Field Operations and ISO Support Service includes, but is not limited to, field operations; training, education, awareness, and professionalization; and ISO certification and credentialing management and reporting. Program Management Office Service includes, but is not limited to, advanced authentication and authorization implementation support; technology assessment support; and assessment of biomedical systems. Work Area 2 IV&V support services are anticipated to include review of major OCS program/project deliverables; schedule and cost performance review and assessment; participation in strategy, planning, and status meetings and technical design review sessions; independent product review and evaluation; and independent technical studies. C&A services are anticipated to support both C&A planning/policy and C&A implementation. IT Investment Planning services are anticipated to include assistance in the areas of planning, forecasting, and management of capital assets as well as assistance in the preparation of Office of Management and Budget (OMB) required Exhibit 300Bs and the supporting business case analysis documentation. Any firms that might be engaged to support the requirements in Work Area 2 shall require complete contractor independence and be required to sign an agreement that prohibits the performance of any other work in the VA enterprise that violates conflict of interest or separation of duties principles.
