- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ F23606-02-T-0001. All Statement of work and Evaluation Factor must be met as they appear in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001.06 and Defense Acquisition Circular 91-13. The NAICS code 22133 applies to this solicitation. The size standard is 500 employees. The item description is as follows: Contractor to furnish all tools, equipment, transportation, supervision, and materials required to install controls and chart recorders on boilers #4 and # 5. 1. GENERAL: The work to be performed includes, but is not limited to: Replacement of the Bailey CLC boiler controls and Bailey recorder charts for boilers #4 and #5. All Bailey CLC Controls and Bailey chart recorders will remain in the heat plant. 2. LIST of Controls: TWO EACH BAILEY SLC CONTROLLERS FOR BOILER # 4 TWO EACH BAILEY SLC CONTROLLERS FOR BOILER # 5 THREE EACH CHESSELL 3-PEN RECORDER FOR BOILER # 4 THREE EACH CHESSELL 3-PEN RECORDER FOR BOILER # 5 1.1 Normal Hours of Operation. The contractor shall perform the services during the following hours: 7:00 AM to 3:30 PM Monday through Friday. 1.2 Security: Contractor shall be required to have an EAL letter. 1.2.1 Entry Authorization Letter (EAL): One week prior to the initial start of work in this area, the Contractor shall provide the Contracting Officer with a list of employees requiring entry into the installation. This list will include the full name, address, and social security number of each employee; the serial number of each vehicle. Subsequent additions to the EAL may be made by letter five (5) working days in advance of the employee's arrival. Employees who have been terminated or dismissed shall be removed from the entry list immediately. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, apply to this solicitation and the offeror must include a completed copy of these provisions with their quote. Award will be made to the lowest responsive and responsible offeror. Quotes are required no later than 3:00 PM CST, 30 Dec 2002. All contractors must be registered in the Department of Defense Central Contractor Registration database prior to any contract award. All responsible sources may submit a quotation, which, if timely received, shall be considered by this agency. No paper copies of the solicitation will be available.
