Description
The HQ Air Intelligence Agency Contracting Branch at Lackland AFB, TX is issuing the Draft Statement of Work and Contract Data Requirements List for the project titled ?Engineering and Technical Service Support?. Requirements of this project include the following: The Air Force Information Warfare Center (AFIWC) is the center of excellence creating the information warfare advantage for combatant forces through exploring, developing, applying and transitioning counter-information technology, strategy, tactics, and data to control the information battlespace. The center?s long range goals are: 1) Operations - Continuously improve Air Force Information Warfare (IW) operations; 2) Training - Train in technical and operational aspects of IW (internal and external); 3) Organization - Ensure organizational processes are flexible and responsive to customer needs; 4) People - Provide an environment which promotes professional growth, fosters esprit-de-corps, and improves quality of life; 5) Information - Promote the use of AFIWC?s full capabilities; 6) Technology - Attain the technical edge to ensure world class products and services. The center?s short range goals are as follows: 1) Develop and demonstrate operationally relevant and innovative IW concepts and technologies; 2) Transfer IW knowledge, capabilities, and expertise to strategic and tactical operations; 3) Improve our capability to conduct IW analysis, mission planning, and tactics evaluation and development; 4) Develop an advanced IW training capability; 5) Develop a standardized, state-of-the-art communications structure linking internal and external customers; 6) implement a center-wide internal training program. The core areas upon which the AFIWC focuses are: 1) Information Protect; 2) Analysis (to include modeling and simulation); 3) Training; 4) IW Information (from collection through dissemination); 5) Application of Technology to IW; 6) Innovation in IW. This Draft Statement of Work (SOW) describes the tasks and capabilities required to provide engineering and technical support to the AFIWC, and other AF, DoD, and Government agencies. This support is required for all phases of system planning, feasibility studies, system engineering, analyses, prototyping, software development, verification, validation, documentation, software maintenance, operationalizing IW, systems integration, systems testing, and training. This support will complement the existing military and civil service work forces. Services under this SOW will be generated by the requesting agency and could be in support of any of the defined goals or core areas. Services will be requested by a Task Order (TO) issued by the Contracting Officer. Task order SOWs will be performance based with a clear statement of outcomes expected and performance measures utilized IAW Air Force Instruction (AFI) 63-124 criteria. A TO is required for the contractor to initiate any work under this contract. TOs will provide the specific details of the technical requirements, any applicable Government Furnished Property (GFP) and deliverables schedules. These Draft documents are being posted for information purposes only and do not constitute a Request for Proposal.
