- Description
- The USAF is investigating the technical feasibility of implementing optimization tools or engines to support of the Fast Master Air Attack Plan (MAAP) Toolkit (MTK) application. The purpose of the study is to evaluate technical risk areas associated with Fast MAAP prior to proceeding with a proof of concept demonstration. This study will be done to mitigate risk prior to demonstration, as well as determine the initial technical feasibility of the concept. Primary focus areas of this study will include: 1) Determine feasibility of MAAP optimization engine utilizing MAAP Toolkit software for input of data and export of solution, time required to produce solution, and user selectable optimization options like PD, effects, objectives, cost; 2) Determine availability and cost of optimization engines that will provide planners with a user-customized and computer-optimized Air Battle Plan (ABP) solution, sourcing all applicable data required to formulate a solution, warfighter defined parameters/considerations (target/desired mean point of impact (DMPI) groupings, priorities, etc., and optimized target/weapon system recommendation; and 3) Determination of other DoD efforts in Air Battle Plan optimization and auto-generation. FOREIGN OFFERORS: Foreign or foreign-owned offerors are advised that their participation is subject to foreign disclosure review procedures and restrictions that could preclude their participation in this announcement. SUBMISSIONS: Product Information may be submitted until COB EST 07 January 2003. Electronic responses shall be submitted in MS Word format or Adobe PDF file. Please use the following guidelines when submitting white papers: a) TECHNICAL APPROACH. Please provide a brief high-level technical description of the proposed optimization tool or engine (no more than 1-2 pages). b) RISKS. Briefly address all potential risks. Does the solution rely on a single integrated tool, or are multiple tools involved into the overall solution? c) TRAINING REQUIREMENTS. Describe the type of training that will be required to operate your system? How long will the training take? d) COMPATIBILITY. Explain system compatibility issues (hardware/software requirements). Describe the proposed tool or engine's integration requirements. Are there limitations? e) COST. What is the estimated cost or cost range of the proposed solution? f) AVAILABILITY. Provide solution availability information. Is it available off-the-shelf right now? If not, how soon can it be made available? g) PREVIOUS WORK. Briefly explain any previous work you have done or are doing for military customers similar to what this BAA addresses (include demonstration information that supported that work). This BAA is an expression of interest only and does not obligate the Air Force to pay any proposal preparation and prototype costs or to award any contracts, grants, cooperative agreements, or other transactions. Offerors are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds.
