- SOURCES SOUGHT SYNOPSIS: This synopsis is being issued pursuant to the requirements of DFAR 208.404-70 to provide a ?fair notice of intent? to make a purchase of required Professional Engineering Services under the Federal Supply Schedule Group 871-3 (SIN), System Design, Engineering and Integration as the solicitation will be limited to qualified current GSA Schedule holders. THIS SYNOPSIS IS NOT A REQUEST FOR QUOTE. Services will be procured in accordance with procedures listed in the Multiple Award Schedules Program Owner?s Manual for those schedules that require issuance of a Statement of Work (SOW)(Appendix A). The 354th Contracting Squadron, Eielson AFB, Alaska is seeking qualified sources to research, design, develop, integrate and construct two new communications sites for the 353rd Combat Training Squadron. Each site will support 16 Ground to Air Transmit and Receive (GATR) radios to augment existing systems to improve communications between Eielson Range Control and military and civilian aircraft flying in the 67,000 square miles of the Pacific Alaskan Range Complex (PARC). Contractor must use existing PARC infrastructure as much as pragmatic to reduce design, hardware, and installation costs. Integration of the radio audio, key, and control functions into the existing Litton-Denro 400D V 3 Integrated Communication Switching System (ICSSO will be an important part of this project. Sites will be controlled by a System Control and Data Acquisition (SCADA) system that will provide overall site control and monitoring of power generation, distribution, back-up power management, site alarms, heating, ventilation, air conditioning, and weather data and cameras. The sites are remote, at high elevations and undeveloped. In order to be reliable, site design must overcome the challenges of the harsh Alaskan environment. Reliable alternate energy sources such as wind and solar will be exhaustively research and designed in the system by the successful contractor. Configuration management and documentation will be an important part of this project. This will include design drawings, theory of operation, as-built drawings, manufacturer?s manuals and contractor-generated operation, interface, maintenance, and trouble shooting manuals.
