Description
NA This 24-hour course of instruction, taught over a three (3) 8-hour day period, is intended for government employees in natural resources management career fields and others who have interpretation or related job responsibilities. The course is designed to develop an awareness and understanding of the Corps Interpretive Services and Outreach Program, to show how interpretation can be used as a management tool, and to enhance the skills of those presently involved in interpretation. Topics covered include ( a) definition of interpretation and outreach; (b) objectives of U.S. Army Corps of Engineers interpretive efforts; (c) target groups and media selection; (d) basic interpretive techniques; (e) use of volunteers; (f) role of the manager in interpretation; ( g) visitor center exhibit contracts; (h) use of interpretation as a management tool; (i) interpretive planning model; (j) resource analysis; (k) theme development; (l) developing interpretive objectives; (m) visitor analysis; (n) implementation and operati ons; (o) evaluation; (p) interpretive trails and auto tours; (q) interpretive exhibits; and (r) project and site evaluation for interpretive programs. The contract awarded will be a one (1) year base with four (4) one-year option periods available. Contr act requirements for FY04 include a one-day post award meeting in Huntsville, AL, and a one-day dry run at the same location. Major development/revision to the course manual is anticipated in FY04. For FY03, existing course material will be used. Revisi ons to the Schedule of Instruction, Instructor Lesson Plans, Pre and Posttests, and Visual Aids are also expected in FY04. Instructors shall have a Master?s degree with emphasis on Interpretation such as Park Management, Ecology, Environmental Sciences, B iology, or Anthropology. Relatedness of the discipline to requirements within the Statement of Work shall be clearly and concisely documented. Documentation required for education requirements include a copy of the Master?s diploma. The instructor shoul d have 100 hours of teaching experience within the last five (5) years teaching interpretive-related courses. Documentation required for teaching experience shall include: (1) when and where; (2) teaching audience; (3) title and a brief description of th e course; (4) course length. The instructor shall also have practical work experience within the past four (4) years of interpretive experience in such areas as a park, museum, or zoo. Documentation for practical experience shall include: (1)when and wh ere; (2)type/kind of experience or activities. Administrative requirements include set-up the day before instruction commences, student registration, classroom management, pre and posttest, end of course student evaluation, certification completion, and r eturn of excess materials. All courses will be delivered at the U.S. Army Corps of Engineers Professional Development Support Center in Huntsville, AL. Two (2) sessions scheduled for FY 03 are 4-6 February 2003 and 3-5 June 2003. One (1) course is sched uled for each following option year. Thirty (30) students per course are expected. The government will provide initial copies of Student Manual, Schedule of Instruction, Pre and Post Tests and administrative documents. The technical evaluation factors a re (1) education requirements; (2) teaching experience and (3) practical work experience in the relevant subject areas. Education is more important than teaching and practical work experience. Teaching and practical work experience are equal. The non-pr ice factors, when combined, are significantly more important than price. Price is a factor and will be evaluated for reasonableness, but will not be scored. Award will be based upon the best value to the government. Along with the information required a bove, the quoter shall submit past performance information on the submitted courses taught during the past three (3) years: (1) contract number, type of contra ct, and description of work; (2) date of contract award; and (3) reference points of contact with relative position to the referenced contract, business address, business telephone number, business facsimile transmission number, and business electronic mai l address (if applicable). See Note(s) #1. All responsible sources may submit a quotation, which shall be considered by the agency.
