- NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Paper copies of this solicitation will not be available. Description of Work: Ft Bragg, NC ? Construct a 3000 GPM hydrant fueling system and connect to existing hydrant pits. The system will include a new filter building with control and generator rooms; two 10,000 barrel storage tanks with concrete pump rooms; distribution piping to fueling pits, hydrant truck checkout pad; two truck fill stands; filter building, and POL operation building. Supporting facilities include; demolition, hardstand, site work, storm drainage, utilities, and site lighting. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable without discussion of such offers. If any factor or sub-factor is rated a NO-GO, the offeror's proposal may not be acceptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO-NO GO technical evaluation. The technical proposal will be evaluated utilizing the factors set forth below. P roposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. The ev aluation factors and significant sub-factors are as follows: 1. Offeror Past Performance; a. Quality of Construction, b. Timeliness of Performance, c. Documentation, d. Customer Satisfaction, and e. Subcontractor Management, 2. Corporate relevant exp erience, 3. Offeror key personnel, and 4. Offeror key subcontractors. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. There are two options under consideration at this time. Both are estimated quantities to remove contaminated soil. The estimated cost of the project is between $10,000,000.00 to $25,000,000.00. Network Ana lysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. This solicitation will be issued on or about January 17, 2003 only on the internet at http://ebs.sas.usace.a rmy.mil/. Notification of amendments will be through use of the Internet. No media (CD-ROM, floppy disks, faxes, etc.) will be provided.
